Ban on the rental of housing classified as G in the DPE
The energy performance diagnosis (DPE) provides information on the energy and climate performance of a home or building (labels A to G), by assessing its energy consumption and its impact in terms of greenhouse gas emissions. As of January 1, 2025, in accordance with the Climate & Resilience Act, thermal sieve housing classified G in the DPE will be prohibited from rental. This ban applies to new rental contracts, and at the time of renewal or tacit renewal for current rental contracts.
Maintenance of MaPrimeRenov' aid
In 2025, the MaPrimeRénov' aid scheme remains stable.
The aid for renovations by gesture is renewed for the whole year. The exemption from providing an Energy Performance Diagnostic (DPE) to benefit from this aid also remains maintained.
Aid for major renovations is maintained at a high level.
Revaluation of the calculation of APL
As of January 1, 2025, as part of the decree relating to the calculation of personal housing assistance (APL) for the year 2025, the resource parameters taken into account for the calculation of APL will be revalued.
Evolution of the Solidarity Rent Reduction (RLS)
In 2025, the Solidarity Rent Reduction (RLS) packages will be adjusted, without impacting the remaining costs of beneficiaries. This change follows the decree concerning the revaluation of resource ceilings and applicable solidarity rent reduction amounts. Implemented in February 2018, the RLS is state aid aimed at reducing the amount of rent for the most precarious households.

As of January 1, 2025, three new sheets governing CEE for industry will allow better recovery of fatal heat, whether for its conversion (into electricity or compressed air) or its storage.

As of January 1, 2025, plastic reheating containers in collective catering services such as schools, daycare centers and specific medical establishments will be banned in municipalities with more than 2.000 inhabitants.
Simplified collection of vehicles for the REP sector of end-of-life vehicles (ELVs)
The principle of the REP sectors is based on the fact that producers must ensure the financing and/or organization of the collection and treatment of waste from the products they place on the market. From 2025, old vehicles can now be collected free of charge directly at their place of detention regardless of their brand.
Ban on export of electrical and electronic waste outside the European Union and OECD member countries
From 1 January 2025, the export of electrical and electronic waste outside the European Union and OECD member countries will be prohibited. The aim is to avoid poor waste management in third countries.

In accordance with the Climate and Resilience Act, restrictive measures for private vehicles classified as Crit'air 3 will come into force from January 1, 2025 in areas where regulatory air quality thresholds are exceeded.

From January 1, 2025, near forest areas classified as being at risk of fire, the future owner or tenant will be informed of the obligation to clear their land, as part of the information system for buyers and tenants.
