Faced with the catastrophic results of new housing in 2023, the sector's anger is rising another notch

With 186.200 authorizations for new collective housing, 2023 is one of the worst years for collective housing. Only the year 2020 presented a comparable level (186.400) according to state figures.

Less and less supply

Even if authorized, the projects do not necessarily materialize. Only 135.400 collective housing units will have been started over the year.

Less and less demand

In total, less than 100.000 new collective housing units have been sold, whereas in normal periods, nearly 160.000 housing units find buyers.

Worse, sales to individuals are eroding from quarter to quarter. In Q4 2023, they are three times lower than their pre-Covid level.

For Pascal Boulanger, President of FPI France: “This situation does not suggest any advanced signs of a favorable turnaround in the next six months. New housing subject to external cyclical constraints (rising rates, rising costs) is now experiencing a structural crisis. The crisis fuels the crisis: the drop in sales observed today is leading to the freezing or abandonment of new operations. A housing shortage is looming in the medium term. »

The uncertain outlook for real estate

A situation never seen before!

Sales to individual investors were halved in 2 and are more than 2023% lower than their 70 level.

Total sales of new collective housing showed a double-digit decline for the second consecutive year (-26%).

Net retail reservations fell by 38,4% year-on-year.

Rising rates, restrictive criteria from the High Financial Stability Council, government announcements concerning the planned end of Pinel or the refocusing of the PTZ, all working to block the new collective housing market.

Even more serious, the French are more and more often forced to give up a job because they cannot find accommodation. The new construction sector is now facing a market without supply and without demand. Mr Prime Minister, to resolve this crisis we must certainly act on supply, but above all on demand. Mr. Kasbarian, you are the last chance minister! Your decisions must help prevent this housing crisis from turning into an uncontrollable social crisis. »
