Housing Information Booklet: what is it?
The Housing Information Booklet aims to “facilitate and support work to improve the energy performance of housing, as well as the installation of control and active energy management equipment” [1].
Its implementation was mentioned in 2015, as part of the Energy Transition Law for the Green Crescent. It should finally come into force, within the framework of the Climate and Resilience law, at the beginning of 2023, for all types of individual and collective, private and social housing: all owners will have to establish, update and keep this Notebook during the construction of a dwelling or when carrying out energy renovation work. They must also send this Notebook to the new buyer when the property is sold.
What does the Housing Information Book contain?
QUALITEL and the Housing Information Booklet: involvement from the start of the project, a pioneering tool already in place
Since 1974, the QUALITEL Association has been advancing, alongside housing stakeholders, the quality of new and existing housing and participating in its promotion to users. As such, it participates in many working groups and develops practical tools for professionals and individuals.
In this context, from 2015, it actively participated in the work and reflections carried out around the future Housing Information Booklet. In 2017, she participated in its experimentation as part of the PTNB - Plan Transition Numérique dans le Bâtiment. In 2023, it will participate in the European program on the Digital Log Book for Buildings, led by the European Commission to develop the Housing Information Book in Europe.

Beyond this involvement in the project, experimentation and deployment of the Notebook, QUALITEL has also developed a pioneering tool in this area: CLÉA.
Initiated in 2010, completely redesigned in 2020, CLEA is aimed at individuals, to whom it provides information and services for the proper handling and proper use of housing, as well as maintaining its quality over time.
For the professional, CLÉA is also a practical advantage on a daily basis: set up as soon as the work begins, the digital solution offers a storage space for all project documents, a guide to predefined and customizable equipment, a module for monitoring consumption... Designed in this way, it also contributes to the quality of customer relations.
