The legislator by recognizing renewable energies as a major public interest sends a strong signal of the need to accelerate renewable projects in our country.
This law will make it possible to broaden development prospects for solar energy, in particular by providing a framework for agrivoltaism, by simplifying solar installations located near highways and railways, as well as those on roofs and parking shades. These advances, if they can be improved, are the fruit of the balance to date of the national representation. The change to CMP, we hope, will reinforce these initial advances, and if possible, erase the obstacles resulting from various amendments that are not very consistent with the objectives pursued by the legislator.
Having learned from past experience, Enerplan intends to remain vigilant: the regulatory texts will have to make the law effective and “practicable”. Moreover, the objectives of the law can only be achieved if significant human resources are deployed in the administrations. Finally, the new PPE for solar power must be consistent with this declared national will.
This law should enable France to catch up with its European commitments and trigger the momentum already taken by other European countries. In 2022, the European volume of solar installation connections will amount to 41 GW, i.e. a growth of nearly 50%, compared to a French volume of 2 GW in France with zero growth....!
2023 should be the launch year for this movement in France. The solar sector is ready and considers that a target of 4 GW is achievable this year.
For Daniel Bour, President of Enerplan: “The passing of the law, as such, is an official recognition of the importance of solar energy in the future of French energy. This law illustrates the will of the Ministry of Energy Transition, the commitment of the Government and the approval of the National Parliamentary Representation to accelerate solar power in our country. It is also a very clear message sent to the prefectures and the various commissions involved in the issuance of administrative authorizations to support the movement. Enerplan wants the law to be a real catalyst, for the mobilization of all players. The solar sector is ready and considers that a target of 4 GW is quite achievable from this year 2023. "
