Nevertheless, the Cinov Ingénierie union regrets the failure to take into account the recommendations and warnings expressed by the players in the sector.
A lack of anticipation and preparation in the development of the energy audit
The Cinov Ingénierie union was able to observe that the contributions of experts and professionals did not contribute to the construction of this regulatory measure. While the precipitation around the new DPE has already cost the owners nearly 9 million euros, the engineering representatives have widely alerted in the consultation phase on the timetable for implementing the energy audit. The syndicate considers in particular that the date of entry into force of the regulatory energy audit on September 1, 2022 is not sufficient time to train the professionals necessary for the implementation of this new obligation and to develop the corresponding software.
For Julien Garnier, administrator of the Cinov Ingénierie union: “The software publishers are not yet ready and the Department of Housing, Urban Planning and Landscapes (DHUP) is planning a test period during the summer vacation period. Coming out of a difficult period of confinement, carrying out these test phases for implementation in September seems inevitably to lead to failure. »
In addition to the application deadline, the syndicate is concerned about a text which suggests that the objective of the renovation of a thermal sieve is to convert it to class D or E. This type of approach will lead to work of poor quality and the installation of heating systems, which will continue to consume energy. The Cinov Ingénierie union proposed to review the objectives, defending an efficient renovation in one go and at a controlled cost. It must be noted that the feedback from experts on the reduction in energy consumption and greenhouse gas emissions has not been taken into consideration, due to the thresholds adopted in this decree.
There is still time to implement a pragmatic and effective renovation policy
For engineering representatives, raising awareness among future owners of the energy performance of their property is a key factor in the success of renovation work. At a time when borrowing rates and the energy bill are rising sharply, it is necessary to make buyers aware of a global cost logic, that is to say beyond the purchase price, the charges related to the energy, health or resilience. While individuals need a trusted partner for their renovation, the regulatory texts around the energy audit lead to confusion between a mandatory incentive diagnosis imposed on the seller and a voluntary energy audit, carried out by a highly qualified professional. It should be noted that an engineering service provider who carries out a quality audit makes it possible to secure the orientation of the individual towards more suitable work with competent, local and involved companies. The incentive for renovation and its massification must be supported by clear provisions, simple and legible mechanisms for the beneficiaries. However, the sector fears the effects caused by the clumsiness of the regulatory texts. The Cinov Ingénierie union thus calls on the future government, in particular Elisabeth Borne, Prime Minister in charge of ecological planning, to reconsider these provisions with the aim of achieving qualitative and sustainable results.
