What changes for MaPrimeRénov’ assistance in 2024?
As part of the Draft Finance Law for 2024 (PLF 2024), the Government intends to make ecological planning a priority, by allocating it a historic budget: 10 billion euros will be devoted to it in 2024.
This budget will notably make it possible to supplement the Ma Prime Renov’ aid to the tune of 5 billion euros.
The system will evolve on January 1, 2024 into two pillars:
- A major renovation pillar, called a supported journey (formerly global renovation)
- A single-action pillar dedicated to the decarbonization of heating systems
From January 1, 2024, as part of the “accompanied journey”, the intervention of a Renov’ Accompanist will become mandatory. Through this process, the Government intends to give priority to large-scale renovations (ex-global renovation). Thus, all household owners who undertake a large-scale renovation will have to use the paid service Mon Accompagnateur Rénov', which can be partly financed by the State or energy suppliers (via a program linked to Certificates of Renovation). 'Energy savings):
- 100% for very low-income households
- At 80% for low-income households
- At 40% for intermediate incomes
- At 20% for higher incomes
This support is provided within the limit of a maximum cost of €2.000. The support ceiling can go up to €4.000 if the housing is deemed unworthy or if the household is in a situation of energy poverty.
From January 1, 2024, the energy audit carried out during the Renov’ Support service may be entrusted to certified energy diagnosticians.
The government wants 2.000 Mon Rénov’ Accompaniers to be approved for the year 2024 and to reach 5.000 by 2025.
Still in the “supported journey”, Ma Prime Renov' will be reinforced to finance the work up to €70.000 for the most efficient renovations and the financial support rate can go up to 90% for households with very high incomes. modest. To be eligible for this aid, the work must allow the jump of at least two energy classes.
Concerning the “single-action route”, households must present a DPE in order to obtain MaPrimeRénov’. This course is oriented towards changing the heating system for a carbon-free system with the possibility of adding an insulation gesture.
Aid for the installation of air/water and geothermal heat pumps will increase from €1.000 to €2.000 for households with modest and intermediate incomes.
Focus on MaPrimeRénov’ Co-ownerships
MaPrimeRénov’ Copropriétés will be strengthened with the aim of renovating 80.000 homes in 2024. 1 billion euros are allocated to it in the MaPrimeRénov’ budget. Finally, an experiment will be carried out to better reach small condominiums and old centers.
Another measure which concerns collective housing and which comes into force on January 1, 2024, the collective DPE becomes compulsory for collective residential buildings in single ownership and collective residential buildings in co-ownership of more than 200 lots.
Changes to the Energy Savings Certificate (EEC) bonus in 2024
Among the major announcements marking the end of 2023, Anah will resume, as part of the “Accompanied Journey”, the promotion of CEE for overall renovations in individual housing. Through this process, households wishing to undertake a large-scale renovation will be able to submit a single aid application file to Anah. The amount of CEE aid will be integrated directly into the MaPrimeRénov’ amount from January 1, 2024.
A draft decree creating a new CEE sheet is currently under study, to ratify this reform of the overall renovation of individual houses.
Another new feature: the end of EEC aid for gas boilers. This removal is part of the Government's desire to put an end to subsidies for heating installations running on fossil fuels.

Eco PTZ:

New aid for households
From January 1, 2024, the MaPrimeAdapt’ and MaPrimeLogementDécent aid comes into force with reinforced aid scales.
MaPrimeAdapt
Built to accelerate the adaptation of housing to loss of autonomy, this assistance must support people losing their autonomy in adapting their housing to allow them to live at home longer. The objective of MaPrimeAdapt' is to adapt 680.000 homes over the next 10 years. The financing rates amount to 50% to 70% of the cost of the work within the limit of a maximum work ceiling of €20.000 excluding tax.
MaPrimeDecent Housing
This new assistance merges two already existing schemes: the Living Healthy assistance and the Living Serene assistance from Anah. It should make it possible to improve the financing of heavy works, specially dedicated to the rehabilitation of unworthy and very degraded housing. Emphasis is also placed on improving the energy efficiency of these homes. This bonus will finance up to 80% of €70.000 of work, particularly when it will improve the energy efficiency of the home.
Other changes to come
April 1, 2024:
- Initially planned for January 1, 2024, the entry into force of the harmonization of energy audits towards the regulatory audit methodology has been postponed to April 1, 2024 as part of the process accompanied by large-scale renovations. From April 1, 2024, the regulatory audit method will therefore be used, which is usually mandatory in the context of the sale of housing classified D, E, F and G in single ownership.

July 1, 2024:
Owners of thermal sieve homes (classified F and G in the DPE) will no longer be able to benefit from MaPrimeRenov' one-step process to change their heating system, and will be directed to the accompanied major renovation process.
