Energy renovation, MaPrimeRénov': what changes on April 1st

As of April 1, 2023, flat rates for thermal insulation for households with higher resources will be abolished.

Heating equipment running on gas, fuel oil and coal will be excluded from the packages of work eligible for the global renovation package.

The bonus of 1000 euros for replacing an oil or gas heating with renewable energy equipment will also end.

Energetic audience

The regulatory energy audit becomes mandatory on April 1 for the sale of single properties whose DPE label is less than E. The purpose of this audit is to study in detail the losses and consumption of a dwelling and to propose possibilities of work to improve its label. It therefore functions as a complement to ECD.

The audit is valid for 5 years and gives entitlement to MaPrimeRénov' for overall renovation.

Detection of CEE fraud

The decree of December 20, 2022 imposes that from April 1, 2023, a mandatory check must be carried out by contact or on site for the BAR-TH-127 sheets (hydro-manageable single-flow mechanical ventilation), BAT-TH-157 (boiler collective biomass), IND-UT-137 (System for measuring energy performance indicators), and TRA-EQ-124 (electrical connection of ships and boats at the quay).

As a reminder: Article L.221-8 of the Energy Code provides that persons who acquire ESCs are required to set up risk identification, assessment and management systems to detect fraudulent obtaining by the person transferring the certificates.

Winter break

The winter break will end on Saturday April 1, when evictions of tenants with rent arrears can resume.

Usury rate for home loans

The attrition rate for home loans will increase further, from 4% to 4,24% for fixed-rate home loans with terms of 20 years or more on April 1. Since February 1, this rate set by the Banque de France has been exceptionally adjusted every month, for an announced period of 6 months.
