A free assistance and advice system for landlords and tenants, "Bail Renov'", was launched on Monday February 5 at the initiative of the eponymous association and the State to accelerate the energy renovation of rental housing.
“We are tackling a serious subject (...) that of the fight against energy poverty in the rental sector,” explained Philippe Pelletier, founding member of the system, during a press briefing.
“In the rental stock for a very long time, a lessor, as soon as he found a tenant for his energy-intensive accommodation, was content with this poor energy performance because he could not bear the consequences,” explained Mr. Pelletier , recalling that the Climate law, which gradually bans energy-intensive rental housing, has come to “break this logic”.
The new system, which complements the France Rénov' platform, is launched by seven players in housing and energy renovation, including the National Agency for Housing Information (Anil), the Soliha association and the Habitat and Humanism integration assistance movement. It is financed by the system of “energy savings certificates” (CEE), which obliges energy sellers to make energy savings.
Concretely, the association Lease Renov' plans to hold two to three information meetings per day in 2024 for landlords or tenants, and aims to advise 6.000 households in total.
“Nearly 550 collective workshops will be organized, nearly 4.500 home visits scheduled for landlords alone,” the association said in a press release.
A telephone platform will also be made available to landlords and tenants.
At the same time, a team of teleadvisors must contact some 16.000 lessors of housing labeled E, F or G to help them “lay the foundations of a renovation project”. These accommodations will gradually be prohibited from renting, on January 1, 2025 (for G), 2028 (F) and 2034 (E), according to the timetable set by the Climate law.
“We are in the process of meeting landlords but also tenants,” underlined Juliette Laganier, president of Bail Renov’.
The system is starting in 27 departments and must be extended to the whole of France by the end of the year.
