This meeting took place in order to take stock of the year 2021 on "eco-responsible services", to take stock of the implementation of the State's energy sobriety plan, and to launch a consultation on the draft decarbonization strategy, as part of the ecological planning of State services.
On the occasion of the first monitoring committee since the launch of the energy sobriety plan, the ministers welcomed significant progress and the mobilization of all services for the implementation of the SPE system, which is based on a base of 20 commitments of the State on mobility, public order, food, energy renovation of buildings, biodiversity, circular economy and responsible digital technology.
Several advances have been made:
- The sustainable mobility package, now accessible to the entire State civil service and from which 84.000 agents benefit. The publication of the decree which records the increase in the sustainable mobility package, the possibility of accumulation with the reimbursement of the public transport subscription and the compatibility with teleworking practices (with a minimum number of days of use of a means eligible transport fixed at 30 days and no longer 100 days), will make it possible to increase the use of agents for the sustainable mobility package in the coming months;
- The share of low-emission vehicles in government acquisitions has multiplied by almost 5 in two years (74% of acquisitions in 2021 compared to 14% in 2019);
- 5.000 charging points for electric vehicles installed since 2020;
- 448 fuel boilers replaced since 2020;
- 11.000 goods donated to associations, in particular via the exchange and donation platform;
- Nearly 950 agents mobilized within the interministerial SPE community.
The energy sobriety plan, presented on October 6, will make it possible to accelerate the transition thanks to the resources mobilized:
- A new call for quick-win work projects endowed with €150 million;
- An increase in the sustainable mobility package from €200 to €300;
- An increase in the telework allowance to €2,88/day from the start of 2023 with an annual ceiling of €240;
- The deployment of a hundred energy specialists and technicians in the field;
- The deployment of a network of sobriety ambassadors in each public building of the State;
- The deployment of an interministerial communication campaign aimed at public officials from November 14;
- The implementation of an inter-administration energy savings challenge to respond in a concrete and innovative way to the objectives of sobriety in buildings, thanks to financing from the public action transformation fund: this project is based on the experiences of the Efficient Building Use Challenge (CUBE).
This plan is also the first building block of the decarbonization strategy for State services to move towards carbon neutrality by 2050. In 2023, the "Eco-responsible public services" system will evolve to be part of genuine ecological planning. of State services, which will also address the issues of biodiversity, resource restraint, and adaptation, and will be fully in line with the ambition of France Nation Verte.

I hope that the ecological planning of State services fully integrates the issues of preserving biodiversity, the sobriety of resources, and adaptation to climate change. »
For Agnès PANNIER-RUNACHER, Minister for Energy Transition: “We must not only act quickly, but also act over time. It's not just about getting through the winter, it's also about meeting our climate change goals. The 10% reduction in our energy consumption by 2024 provided for by the energy sobriety plan is only the first step in a decarbonization strategy for State services currently being developed to achieve carbon neutrality in 'by 2050."
For Stanislas GUERINI, Minister of Transformation and Public Service: “State public services bring together 2,4 million agents in more than 200.000 sites throughout France: a powerful strike force for the implementation of ecological planning in our public policies. This is what we are doing right now with the State's energy sobriety plan, but also with the training in ecological issues for 25.000 State executives. I also supported the inter-administration energy saving challenge, thanks to the Public Action Transformation Fund (FTAP): it is through innovative approaches and mobilization of actors that we will collectively achieve the ambitious goals we have set ourselves. »
What is the SPE device?
Launched during the Ecological Defense Council of February 12, 2020, the SPE system is based on the mobilization of agents around a base of twenty concrete commitments. Its ambition is to embody ecology on a daily basis within all State services: ministries, prefectures, public establishments and operators. The mobilization of all is fully in line with the impetus for public transformation, in synergy with the Public Services + approach. All the State services involved in the process represent more than 200.000 sites and 2,4 million agents. Local authorities, their groups as well as hospitals can join the system on a voluntary basis.
