MPs want to free the HLMs of the richest tenants

The co-rapporteurs of the text, Daniel Labaronne (Renaissance) and Charles de Courson (independent group Liot), propose to lower by 20% the income threshold beyond which a tenant of social housing must leave it.

For a single person outside Ile-de-France, this threshold would increase from 41.221 euros to 32.977 euros per year.

They propose to do the same for rent supplements, by making them pay for any household exceeding the income ceiling to be eligible for social housing, whereas today it is necessary to exceed it by 20%.

"It is a principle of equity and social justice", justified Daniel Labaronne at a press conference.

This measure is part, according to MEPs, of a logic aimed at putting vacant housing back on the market.

Skeptical about the usefulness of taxing vacant housing, they want to relaunch social homeownership and allow more households to benefit from joint real lease, a form of homeownership that dissociates buildings and land.

The two elected officials also propose to abolish the corporate tax exemption enjoyed by social landlords, to reserve it only for those who build new housing.

They want to "strengthen the assessment of budgetary and tax measures (in particular reduced VAT rates)" applied to housing, to which 1,5% of GDP is devoted.

Finally, they demand that students from well-to-do families can no longer benefit from housing aid (APL) if they remain attached to their parents' tax household, a measure which, according to Charles de Courson, was "almost unanimous" among political groups.
