Craftsmen welcome a 2024 finance bill which takes into account the challenge of energy renovation of housing

These budgetary adjustments were essential given the immensity of the challenge facing us. CAPEB is now awaiting details on the breakdown of these two envelopes and their conditions of implementation.

CAPEB is pleased to have been heard on the absolute necessity of maintaining VAT at 10% on non-energy renovation work. A contrary decision would have had very serious consequences on the entire maintenance-renovation activity of housing which would have added to the difficulties in new construction.

These strong signals cannot be sufficient in themselves. The budgetary efforts made by the Government will necessarily have to be supplemented by simple measures, which cost nothing, to allow the energy renovation market to truly take off.

CAPEB has already sent 15 concrete proposals to the Government: fight against fraud, simplification, financing of green loans by banks, multiplication of temporary business groupings, structuring of ambitious work paths. If they were adopted quickly, they would make possible the Government's ambition in terms of energy renovation and achieving carbon neutrality for housing in 2050.

These measures would allow even more individuals to engage in sustainable energy renovation work and would also strengthen the activity of craft construction companies, which has experienced a first decline in 3 years. Because they represent 97% of construction companies and are the leaders in renovation, the level of their activity necessarily has direct consequences on the Government's ability to achieve the objectives that France has set for itself.

In view of the issues linked to the necessary densification of the city, CAPEB regrets that there are no measures linked to the evolution of the new construction market which, however, are eagerly awaited by professionals.
