The Federation nevertheless regrets the lack of consideration of companies providing intellectual services, which should nevertheless be at the heart of the success of the ecological transition. CINOV also considers that these expertises provide efficient solutions, which would benefit from being heard in order to achieve the ambitious objectives of the bill.
A bill bringing real progress ...
The CINOV Federation considers that the bill illustrates the Government's real awareness of the historical issues linked to climate change, and that it contains a certain number of measures that will prove beneficial in combating its effects.
A federation long committed to the challenges of sustainable development and ecological transition, CINOV shares the objectives of the text and reiterates the importance of reducing greenhouse gas emissions, and more generally of thoroughly rethinking our methods of production and consumption.
... but whose chosen method raises questions and concerns
However, the CINOV Federation considers that the “Climate and Resilience” bill has a certain number of limits. While the ambition to accelerate the reduction of greenhouse gas emissions is a consensus, the method adopted raises many questions and concerns: the Federation particularly regrets the lack of consideration of companies providing intellectual services. Indeed, according to Frédéric LAFAGE, President of CINOV, “The very small and medium-sized enterprises of the BETIC branch benefit from a strong territorial anchoring and an agility which would allow them to be key players in the success of the ecological transition. We are therefore entitled to express ourselves on these questions. "
In addition, the CINOV Federation wishes to recall the strategic dimension of the trades it represents, and believes that only expertise, experimentation and large-scale deployment will make it possible to achieve the ambitious objectives issued by the Government. Also, the Federation considers that changing habits and organizations must be central in the bill. According to Frédéric LAFAGE, “Neutral and independent intellectual services are on the front line to support these changes, and to strengthen their social acceptability. "
In addition to the bill, CINOV recommends putting in place ten concrete measures
Based on these considerations, and in order to involve VSE SMEs more in the ecological transition, the CINOV Federation calls for the establishment of a “CSR” tax credit for these companies.
The Federation also calls on the Government to support financially and to accompany the necessary transformation of organizations - in particular VSE SMEs which represent 99% of French companies - by having recourse to the professions of the provision of intellectual services. This will make it possible to rely on the field expertise of these trades and to support employment in SMEs through the appropriation of digital technology.
Finally, to achieve the objectives set, CINOV considers that it will be necessary to integrate biodiversity support for any development and construction project. To do this, the federation proposes to adapt the criteria for awarding public contracts to better respond to environmental issues, to push for energy renovation all at once and to organize a territorial engineering offer adapted to the ambitions of the desired transitions.
