Cerema provided technical support for the services of the Ministry of Ecological Transition for the development of the new "RE2020" thermal regulations: expertise for real performance measurements of buildings, detection and analysis of non-conformities and cycle analysis life of buildings (ACV). Cerema had previously accompanied the experiment Positive Energy and Carbon Reduction E+/C-, which foreshadowed RE2020, particularly on the LCA component.
Our missions with local stakeholders and building professionals
Today, Cerema's public service mission continues to deploy the new regulations and support all public and private players with:
- La professional training and contracting authorities at RE2020;
- The animation of the territories with dedicated webinars and territorial technical conferences;
- The development of decryption guides and application sheets;
- The realisation of Environmental and Health Data Sheets (FDES) to quantify the environmental impact of each product;
- The evaluation of RE 2020 software on the Life Cycle Analysis component;
- Understanding dynamic life cycle analysis and its link with biobased materials ;
- Supervision of the sector of professionals authorized to verify compliance with the requirements of the regulations in the field.
With its 26 locations throughout mainland France and overseas, Cerema develops projects that are as close as possible to the needs and context of the territories. He regularly organizes territorial technical conferences to support local authorities and State services.
Focus on the action of Cerema in the Bourgogne-Franche-Comté region
Cerema is present in the Bourgogne-Franche-Comté region through its Autun agency, which has developed cutting-edge expertise on several aspects of the RE2020:
- Methodologies for calculating building performance: with contributions to numerous expert groups to define the methodology for calculating building performance, the indicators and the regulatory thresholds to be retained in RE2020.
- The airtightness of the walls of new buildings: the Autun agency has measuring equipment unique in France and historical expertise mobilized for the development of the RE2020.
This Cerema agency also supports public contractors in the territories to ensure the best possible energy and environmental performance of their buildings. This is particularly the case in Dorgelès college in Longvic south of Dijon where the Departmental Council of the Côte d'Or is rehabilitating a college through deconstruction – reconstruction on an occupied site. Cerema's assistance to this project began in 2016 to finalize the project program and will continue two years after delivery to verify that the building keeps its promises.
As a reminder, RE2020 aims to:
- Reduce greenhouse gas emissions from buildings, taking into account the entire life cycle of the building, from its design to its end of life;
- Improve summer comfort from the design stage to avoid the use of air conditioning;
- Lower the energy bill by improving the performance of new buildings.
