Obligation decree: increase to 3.100 TWhc
Decree No. 2022-1368 of October 27, 2022 increasing energy saving obligations within the framework of the CEE scheme, increases the obligation for the 5th period of Energy Savings Certificates (CEE): it goes from 2.500 to 3.100 TWhc, i.e. an increase of 600 TWh cumac, including a precarious CEE obligation increased by 400 TWh cumac, representing 38% of the total obligation instead of 29% previously. The volume of CEEs that can be issued under the programs during the 5th CEE period is increased from 288 TWh cumac to 357 TWh cumac.
“This increase in the obligation is a positive signal which will make it possible to revitalize the market and encourage the acceleration of work allowing reductions in consumption. However, we are still very far from the means to be put in place to significantly accelerate the ecological transition. Efforts will have to be further strengthened in the medium term in order to respect European ambitions but also our national energy independence”, emphasizes Pierre Maillard, CEO of Hellio.
Easing of the Heating boost with the integration of the replacement of gas condensing boilers
The decree of October 22, 2022 amending the decree of December 24, 2014 relating to the terms of application of the CEE system comes to bring major changes for the change of heating system.
Concretely, it softens in a rather expected way the application of the Coup de Pouce bonuses which are now eligible including when the installation of a heat pump, a biomass boiler or the connection to a heating network replaces a condensing gas boiler, which was not the case until now.
This easing, which comes into force for operations initiated from October 29, 2022, echoes the strengthening of the Heating boost for buildings for collective residential and tertiary use set up this summer and of which Hellio is a signatory. It makes recourse to this Helping hand all the more interesting and easy to access.
Residential: increase in the Booster Heating bonus up to an additional €1.500 for the replacement of an oil-fired boiler with certain equipment
The new decree mentioned above also provides increased aid for the replacement in the residential sector of an oil-fired boiler by a heat pump, a combined solar system, a biomass boiler or a connection to a heating network supplied mainly by renewable or recovered energies.
Thus, with regard to air/water, water/water and hybrid heat pumps, biomass boilers and combined solar systems: the CEE incentive would be 5.000 euros for low-income households (instead of 4.000 currently), 4.000 euros for so-called "classic" households (instead of 2.500). Finally, concerning the connection to a heating network, the aid would reach 1.000 euros for low-income households, 900 euros for the others.

Tertiary: major bonus for Technical Building Management (GTB)
Mandatory for a large number of tertiary buildings under the BACS Decree from January 1, 2025, the acquisition or improvement of a BMS system for heating, domestic hot water, cooling/air conditioning, lighting and auxiliaries in tertiary buildings will be able to benefit from a substantial increase in the CEE financial incentive.
For all operations undertaken between October 29, 2022 and December 31, 2023, the EEC volume associated with this EEC sheet will thus be able to:
- be multiplied by a coefficient of 2 for the acquisition of a technical building management system
- be multiplied by a coefficient of 1,5 for the improvement of an existing technical building management system

Creation of a new improved transport file
The decree of October 21, 2022 modifying the decree of December 22, 2014 defining the standardized operations and creating a bonus for a standardized operation sheet with an entry into force on October 29, 2022 and a scheduled end on January 1, 2028.
This order relates to the creation of the standardized "Railway freight" operation sheet (TRA-SE-116) and the creation of an article 3-7-3 defining a quadruple bonus for the operations of this sheet.
