Budgetary effort: the government cancels 3 billion euros of credits

Public Accounts Minister Amélie de Montchalin explained at the time that the €5 billion was intended to help meet public deficit targets for this year in a context of lower growth.

"These 5 billion euros, which we are either going to cancel, postpone, or redirect, are our response to an unstable world. It is the way to face this unstable world no matter what happens," she declared.

Part of this sum was materialized through the decree published in the Official Journal.

"In order to prevent a deterioration in the budgetary balance of the State budget," "this decree provides for the cancellation of appropriations amounting to 3,1 billion euros in commitment authorizations," according to the Official Journal.

"This effort mainly concerns non-payroll credits set aside at the beginning of the year," it is specified, "these cancellations should therefore not significantly call into question the capacity to implement public policies, according to the terms agreed in the initial finance law for 2025."

The cancellations of credits concern the "ecology, development and sustainable mobility" mission (549,6 million euros), the "economy" mission (517,7 million euros), the "research and higher education" mission (493,3 million euros) and the "agriculture, food and rural affairs" mission (140 million euros).

"The recent deterioration in the macroeconomic outlook leads us to anticipate lower public revenues, particularly in connection with a revision of the growth forecast to 0,7%. These risks are also reinforced by the uncertain geopolitical context," the decree emphasizes.

"In this context, an additional effort to control spending is necessary to respect the trajectory of recovery of public accounts to which the government has committed," it added.
