This community aims to share turnkey solutions, aimed at all territories, on the basis of initiatives which have already been tested, approved and which are both reproducible and inspiring.
The Forum of Territories in Transition which was held yesterday is both the culmination of an approach initiated since February 2018 with the ecological transition contracts (CTE), and the start of a broader dynamic in the years to come.
This forum made it possible to highlight the territories already engaged such as the CTEs, the Positive Energy Territories (TEPOS), the Positive Energy Territories for Green Growth (TEPCV) and the good practices implemented within the framework of the climate plans. - territorial air-energy (PCAET),
The government's wish is to disseminate these positive experiences throughout the territory within the framework of the Reclamation and Ecological Transition Contracts (CRTE). Interested territories will thus be able to benefit from the experience of their peers, from their tools, to engage in ecological transition. The CRTEs will carry the ecological transition as a transversal axis of the territorial project, in an integrated approach of all public policies (culture, sport, health, education, economy, habitat, trade, agriculture, etc.).
Barbara Pompili announced that the territories wishing to engage in territorial ecological transition initiatives will be supported and accompanied by the Ministry of Ecological Transition, in particular within the framework of the France Relance plan.
“Since the start of the five-year term, the ministry has embarked on a proactive policy aimed at the territories, in order to anchor our public policies in a very concrete way. Thanks to the Ecological Transition Contracts (CTE) signed between the State and the territories involved, the Government has proven that the ecological transition is indeed an engine of transformation and dynamism, in favor of a resilient development model. We now need the successful experiences to be of use to all those who today wish to engage in the ecological transition of their community, in particular within the framework of the new CRTEs. As a reminder: From CTE to CRTE
The Ecological Transition Contract (CTE) was launched by the Government in February 2018, and brings together 107 territories. It is a contractual mechanism built on the scale of one or more public establishments for inter-municipal cooperation (EPCI), between the State and communities. It brings together public and private partners, in particular environmental associations and economic players in the area. It includes a program of concrete actions lasting 3 to 4 years, with precise commitments established between partners, and results objectives which are subject to monitoring and evaluation.
This contract served as a model for the development of ecological recovery and transition contracts (CRTE) which are intended to be deployed throughout the territory. Territories already engaged are now called upon to set an example in setting up ecological territory projects, a source of sustainable economic development serving the daily lives of our fellow citizens.
