Concretely, companies, public actors or citizens can finance local projects to reduce greenhouse gas emissions or CO2 sequestration with reliable and recognized methodologies which are now benchmarks. The Low-Carbon Label will notably make it possible to finance afforestation projects or the reconstitution of degraded forests which have a positive impact on biodiversity.
On the occasion of her trip to Ardèche on Thursday August 26, Barbara Pompili, Minister of Ecological Transition, announced her ambition to mobilize funding by the end of 2021 from voluntary actors to constitute a seed fund of 1 MtCO2 avoided. On September 1, 2021, Barbara Pompili met several companies that have already funded projects or volunteers to join the process, in order to present the system to them and encourage them to commit or re-engage. The objective announced by the Minister is to achieve by the end of 2021 a volume of at least 1 MtCO2 avoided and thus develop and consolidate a range of sustainable projects.
This seed fund is now in place. It is proposed to any structure determined to commit within the next three years to financing labeled projects, to complete a commitment manifesto which is available on the website of the Low-Carbon Label. This commitment will allow these structures to receive news on approved methods and newly labeled projects available for funding, but also to be put in touch with representatives or project leaders in the sectors that interest them, and finally to be valued in the communication of the Ministry of Ecological Transition.
The funding that will be generated will accelerate the development of Low Carbon labeled projects in France in order to meet several recent ambitions set by the Climate and Resilience Act in the field of offsetting activities that emit greenhouse gases.
This is particularly the case with article 147 of the same law, which aims to give a robust framework of environmental integrity to compensation projects that could be mobilized by airlines to meet their emission reduction obligations. The law provides for giving priority to European and French projects in order to generate a leverage effect on the development of these projects in our territory. It is also a matter of directing this new sustainable financing towards projects in the agricultural and forestry sectors while encouraging airlines to finance projects favorable to biodiversity.
The Ministry of Ecological Transition will initiate in the coming days, a consultation with the actors of the sector with a view to refining the drafting of the decree in the Council of State allowing the implementation of this obligation to compensate for gas emissions. greenhouse effect of domestic air flights introduced by article 147 of the Climate Resilience law.
