This call for projects is partly funded under the Energy Savings Certificates (ESC) system.
The bicycle, a mode of transport of the future
The cycling and active mobility plan, presented by the Government in September 2018, set the objective of tripling the modal share of cycling in daily travel by 2024, from 3% to 9%. An ambitious objective that requires strong development of this mode throughout the national territory.
In order to continue supporting the territories in this transition towards more sustainable daily mobility and in the extension of the previous AVELO 1 program (220 winning communities selected in 2019), the AVELO 2 program aims to support 400 low and medium density territories in the definition and implementation of their cycling policy. To make cycling a mode of everyday transport, AVELO 2 mobilizes EEC funding of 25 million euros and funding from ADEME of more than 9 million euros.
More than 140 new territories expected for this second AAP
254 winning local authorities were selected in 2021 as part of the first AAP of the AVELO 2 program. For this second AAP, more than 140 new territories are therefore expected in order to reach the target of 400 winners set for the program. This second AAP targets low-density and medium-dense territories, in particular rural territories, medium-sized towns, multi-polarized municipalities or even the outskirts of agglomerations, and is structured around 4 axes to support:
- Axis 1: the construction of a development strategy for cycling facilities
- Axis 2: experimentation with bicycle services
- Axis 3: leading and promoting integrated cycling policies
- Axis 4: the funding of “cycling” project managers within the territories
The winning projects of this AAP 2022 will be able to benefit from financial support from ADEME for axis 4, from the CEE system for axes 1, 2 and 3, and will be technically supported by ADEME, assisted by CEREMA.
AVELO 2 is part of the Cycling and Active Mobility Plan. It is complementary to the Active Mobility Fund - cycling facilities, supplemented by the recovery plan, endowed with €500 million over 7 years, since it allows the territories to adopt an active mobility strategy and to experiment with bicycle services before to apply for state aid to build infrastructure.
