Apprenticeship: three employers' federations opposed to the end of hiring assistance

The presidents of the banking and insurance employers' federations as well as the Syntec federation (consulting, engineering, digital, events) spoke out on Wednesday May 29 against the removal of hiring aid for professionalization contracts, it that is to say work-study training.

The number of apprentices in the consulting, banking and insurance sectors has “increased threefold” since 2018, recall Maya Atig (French Banking Federation), Laurent Giovachini Fédération Syntec) and Florence Lustman (France Assureurs) in a column published by the economic daily Les Échos.

Since May 1 and until the end of the year, the one-off aid of 6.000 euros paid to companies is reserved for the recruitment of apprentices in initial training and excludes work-study contracts.

The three managers of these sectors which recruit many young graduates also speak out against "the further reduction in the levels of support for the training of apprentices in higher education", which, combined with the end of aid for alternation, risks “stopping this dynamic completely”.

"21% of apprentices currently under contract in the sectors that we represent come from priority areas of the city, i.e. 20.000 young people while the objective has been set at 80.000 by 2027 by the government for the whole of the French economy", detail the three federation leaders.

“Stopping this dynamic by exclusively refocusing public support for apprenticeships on low qualification levels and small businesses – as was the case before the 2018 reform – would amount to stopping the social ladder. for young people", they still say.

“One euro of public money spent on apprenticeship brings back 1,09 euros to public finances. It is therefore the responsibility of the State to continue to make this winning bet on the future,” believe the three officials. employers.

In 2022 and then in 2023, the Court of Auditors criticized the apprenticeship financing policy, pointing to “very high amounts and the dynamics of expenditure” combined with the weakness of the criteria for benefiting from it.

“The added value of apprenticeship is greater for young people with the lowest levels of qualifications, those who encounter the most difficulties in accessing employment,” noted the judges.
