While the objective pursued by this Report is laudable, and CAPEB shares in particular the ambition to increase energy renovation work, it considers that giving priority only to comprehensive renovations would be unrealistic. The CAPEB considers that it is therefore not necessary to oppose the two ways of doing things (global renovation / renovation in stages) but on the contrary to boost these two ways of renovating, while ensuring the same level of quality and performance.

Change scale
CAPEB shares the objective of carrying out mass energy renovation work, with a change of scale compared to today without this being done to the detriment of the quality of the work. However, the economic reality and the practices of customers in particular lead the vast majority of current renovations to be carried out over time because of technical difficulties mainly related to interventions on occupied sites, the high cost of a global renovation and prioritization of individuals on the work to be done.
To achieve a change of scale, it is therefore necessary both to increase the number of overall energy renovations and the number of energy renovations per stage.
Supporters for clients, facilitators for companies
The creation of energy renovation guides is a good idea because the support systems are indeed very complex. If the report recognizes the complexity and the difficulty of assimilating all the devices, then it must also recognize it for companies. This is why CAPEB continues to ask, in symmetry, for companies to put in place facilitators to support them on a daily basis in the processing of their RGE qualification file or requests for EWC and / or MaPrimeRénov.
What outline of missions for these guides?
But the CAPEB wonders about several points left in the shadow of the report. How will those accompanying energy renovation be financed? Will there be enough of these energy renovation guides to support all individuals? What will their skills be? What will their status be? The vision of "the Renov guide" which appears as a new profession in the report and whose recourse would be compulsory for households who would like to engage in a comprehensive renovation with at least 5 euros worth of work is not acceptable.
Its field of expertise must not encroach on that of the prime contractors and construction companies who play a daily role in providing information and advice to their customers.
What real novelty in terms of financing?
Finally, as regards the financing of renovation works, CAPEB does not see in the Sichel report any proposals likely to really boost the number of energy renovation works carried out.

This is why the CAPEB formulates its proposals and requests for a real constructive debate to take place between the State and the sector.
- CAPEB recalls that the missions of energy renovation guides must not overlap with those of professionals who are already involved, in particular whether they are project managers or companies. On the contrary, they must rely on it.
- CAPEB recalls that it is totally opposed to these energy renovation guides recommending work or selecting companies.
- Given the vagueness of the nature and content of the missions of energy renovation guides, the CAPEB imperatively asks to be closely associated with the development of the application decree (s) which will specify the implementation modalities of these energy renovation guides. energy renovation.
- The CAPEB would like the fight against fraud and Eco delinquents to be stepped up. For CAPEB, a distinction must be made between the fight against fraud and the issue of non-qualifications. CAPEB reminds that the vast majority of RGE companies do their job correctly. Therefore, there is no point in increasing the number of checks for all companies without discernment.
- To ensure the quality of the work, the CAPEB proposes to set, for all companies, the same percentage of checks to be carried out on the sites carried out. And no, as is currently the case, a fixed number of sites controlled regardless of the level of activity of the company. The CAPEB also proposes to vary this percentage of control applicable to a company according to the results observed in the field during the site controls previously carried out for this same company: reduction of the control rate if the results are satisfactory or reinforcement in the opposite case. . Finally, CAPEB proposes to widely distribute to RGE companies all the self-control sheets developed under the PROFEEL program which will be available at the beginning of May as well as the sheets to help the successful completion of work acceptance with individuals. .
- The CAPEB recalls its proposal that any individual can, on the occasion of the realization of a first gesture, benefit from an energy audit free of charge to build an energy renovation work plan of his home spread over time for what remains to do. This point is essential to encourage individuals to continue in the direction of a complete and efficient energy renovation of their homes.
- To contribute to improving the quality of the work carried out, and in particular in overall renovation, the CAPEB recalls its proposal to review the obligations which today weigh on companies which intervene within the framework of a GME.
It is, in fact, essential that the companies of different trades learn to work together to better manage the organization of the works and the interfaces between works, with responsibilities strictly limited to their field of intervention.
Double necessity: have a medium-long term vision and a comprehensive economic analysis
In conclusion, CAPEB, on behalf of its 57.000 member companies, reaffirms that craft companies are ready to take up the challenge of the generalization of energy renovation works, but that they need a medium-term vision based on on stable and co-constructed measures with the public authorities and industry players.
Instead of systematically stigmatizing the offer, and in particular the companies, the CAPEB considers that it would be necessary to deepen, through a specific study, the knowledge of the real behavior and expectations of customers in terms of energy renovation in order to understand the reasons of the weakness of demand and as a result to deduce an operational action plan.
