They would like to see the creation of initial and continuing training courses adapted to professional requirements in France so that students engage massively in the professions of real estate diagnostics, which are essential for a successful energy transition in housing and buildings. They require a system of control of the diagnosticians reinforced compared to that in force.
According to the two professional organizations, "who can believe that a professional card would settle the question of the professional qualifications of diagnosticians and would restore the sometimes battered trust between them and their customers? Especially since the certification of technicians exists."
According to its promoters, the D card would be a professional card for the diagnostician allowing him to exercise his activity, set up his business, take out liability insurance pro. The diagnostician should produce it to his clients at the start of the mission.
For SIDIANE and FIDI, the D card would only bring confusion by creating an additional level “above” the certification. Is it quite realistic? Continuing the work of improving certification seems to us much more effective and achievable from 2023.
In addition, while there is a lack of well-trained diagnosticians to cover all the needs of the market, obtaining this card would prevent independent diagnosticians from entering the profession when they have been trained and certified by an organization independent.
More State formations available and more Sanctions controls
For Lionel JANOT, FIDI President: “The D card is a poor response to two real challenges: that of the initial and continuing professional training courses for diagnosticians and that of the in situ control of these real estate diagnostic professionals. »
Since 2007, diagnosticians have become more professional in all sectors of transactions, rentals and works. Today, they are certified by bodies accredited by COFRAC. Nearly 5 million diagnoses are made each year. This figure is increasing and will have to continue to increase: the market needs thousands of additional trained, competent and certified diagnosticians.
This is why FIDI and SIDIANE are calling for structuring and lasting measures to strengthen the professionalization of diagnostic professions, allowing increased confidence in the sector.
Concerning training for the profession of diagnostician, FIDI and SIDIANE ask:
- the establishment in all mainland and overseas territories of a post-baccalaureate course to train diagnostic technicians in 2 years. With the possibility of bachelor's and master's degrees for those who would like to go further and develop specializations;
- the independent evaluation of organizations training diagnosticians and the publication and accessibility of the results to all;
- the creation of permanent training cycles;
- the establishment of a tutoring system for new entrants.
Regarding the control of diagnosticians, the two professional organizations want to review, in order to intensify them, the processes and controls related to certification.
For President of SIDIANE, Jean-Christophe PROTAIS: “today, on-site checks are not sufficient, with a seven-year occurrence, on a new diagnosis. This device does not make it possible to check the quality of the work of the diagnostician and cannot be used as a basis for a sanction. Yes, we must give certification bodies the tools to enable them to penalize diagnosticians who do their job poorly. The risk of sanctioning professionals will make it possible to purge the profession of the less professional diagnosticians and this will make it possible to restore confidence in the profession. »
For the two professional unions, it is because the majority of real estate diagnosticians are competent, committed, responsible and honest professionals that the Government and the Legislator have entrusted them with the key pivotal mission of energy renovation. It is therefore imperative to take very seriously the warnings and the “shock of defiance” caused by the media coverage and politicization of the challenges posed by the reliability of ECD.
