Adoption of the 2025 budget: essential measures for the construction industry, but a lack of support for the mineral construction materials sector

While several measures in the 2025 Finance Act could contribute to a medium-term revival of the construction sector, their impact remains uncertain.

In the meantime, 2025 promises to be a particularly difficult year for players in the sector.
In this context, UNICEM deeply regrets that the only measure it had requested as part of the gradual elimination of GNR was not adopted.

However, the Senate Finance Committee had adopted the extension of super-depreciation for non-road machinery in the extractive industry.

Its final removal constitutes a brake on the efforts made by quarry operators to achieve carbon neutrality in their production and participate in the collective effort to decarbonize the construction and public works sectors.

For Alain Plantier, president of UNICEM: « The commitment of manufacturers in the mineral construction materials sector has never wavered: uninterrupted supply to the construction sector during the health crisis, successful implementation of the EPR sector for building construction products and materials, ongoing efforts in decarbonization, and responsible management of mineral resources and water. Yet, our industries receive no specific support, under the pretext that they cannot be relocated. This view is a mistake. I am alerting public authorities to these preconceived ideas, which have already led to the disappearance of entire sectors of French industry in the past. It is urgent that our sector be heard and supported. »

UNICEM therefore calls on public authorities to reconsider their approach and to provide mineral industries with the support they deserve to ensure a more sustainable and resilient future for the construction sector.
