This is particularly the case with shutters and blinds.
Consumption of buildings is responsible in France for 28%[1] greenhouse gas (GHG) emissions. The National Low Carbon Strategy (SNBC) adopted in 2015 and revised in March 2020, aims in particular in the building sector to reduce GHG emissions by 49% in 2030 compared to their level in 2015. The report notes: “Despite a decline since the 2008 crisis, the trend trajectory for the reduction of CO emissions2 is insufficient to achieve these objectives ”.
The schedule provided for by the Climate and Resilience Bill for the renovation of buildings will allow on average, over the period 2021-2034, to bring out 200.000 additional housing units from "energy indecency", grouping classes E to G, the report said. . "The achievement of the various objectives is not guaranteed with the trends observed in recent years" for the independent committee.
The energy efficiency of renovations questioned
The MaPrimeRénov 'device has met with great success since 2020, with 600.000 validated premiums for an amount of 2,0 billion. For the committee, the problem is that 86% of these renovations are one-step. Indeed, the report indicates that only 389 files of global renovations were validated. But here again, it is impossible to estimate the number of efficient renovations without an energy audit.
Even if Hervé Lamy, General Delegate of the Actibaie Group shares this observation, he nevertheless regrets that the report only assesses the renovation actions integrated into MaPrimeRénov '. “The ambitious objectives set by the state can only be achieved if the actions related to summer comfort are integrated into the aid system. When we think of energy saving, we often associate energy consumption with heating. However, with global warming, it is also necessary to take into account the rise in temperatures during the summer periods. We talk about "summer comfort", but soon it will simply be comfort according to the latest projections of the IPCC. The blinds and shutters make it possible to reduce the temperature by 5 ° or even more if this is controlled automatically. Without these solutions, the French will resort to air conditioning. According to Ademe, 25%[2] French people would be equipped with it. An alarming figure that is still rising, with equipment contributing 5% of GHG emissions. "
Follow the example of European countries
The general delegate continues: “We hope that the public authorities will quickly integrate solar protection solutions into MaPrimeRénov '. These renovations are already subsidized in the French overseas departments and territories, as in some of our European neighbors, as in Germany or Italy. And unlike the air conditioning industry, almost all solar protection solutions are made in France or in the European Union. It is an industry that does not require remote relocations and is an engine of the local economy. "
In conclusion, the Delegate General nevertheless welcomes the recommendations on future evaluations. "It would be necessary that each file be attached to an energy audit which would make it possible to establish the energy gains as well as the GHG savings achievable from the work" specifies the report.
