A decree that lacks details to effectively frame the implementation of the system
For the Cinov Federation, the creation of the role of "Renovation guide" is a positive initiative which should make it possible to significantly improve access to renovation and facilitate comprehensive and tailor-made support for the various problems to which faced by individuals in their procedures. The federation, however, wishes to alert to a crucial need for clarification on the missions conferred on the guides, which the current decree submitted for public consultation does not make it possible to sufficiently understand.
Indeed, the desire of the Massier decree and to open up these missions to professions other than architects and design offices, which have up to now been responsible for them, raises questions about the skills, qualifications and certifications required. . The text must be better framed in order to prevent structures from improvising themselves as “guide” and opening the door to scams.
In addition, the text mentioning the missions of MOE (analysis of offers, site monitoring, etc.), the guides must present insurance guarantees. This point is essential to avoid abuses, in particular the risk of collusion between guides and works companies (via a subcontracting system, subsidiary, etc.).

However, this does not exclude the subcontracting or the subsidiarization of the realization of the works, which are the source of many frauds.

For these reasons and given the scale of the issues, the Cinov Federation would like design offices to carry out “renovation support” missions in complementarity with parastatal structures.
