“Renovation guide” decree: the Cinov Federation calls for clarifications

If the Cinov Federation, representative of VSE SMEs in the BETIC branch (engineering, consulting, digital), supports the creation of the role of "Renovation guide", it considers that clarifications are necessary because, as it stands, the text does not does not make it possible to clarify the mission of support. The Cinov Federation also wishes to recall the decisive role that companies in the BETIC branch have to play in the implementation of this new system.

A decree that lacks details to effectively frame the implementation of the system

For the Cinov Federation, the creation of the role of "Renovation guide" is a positive initiative which should make it possible to significantly improve access to renovation and facilitate comprehensive and tailor-made support for the various problems to which faced by individuals in their procedures. The federation, however, wishes to alert to a crucial need for clarification on the missions conferred on the guides, which the current decree submitted for public consultation does not make it possible to sufficiently understand.

Indeed, the desire of the Massier decree and to open up these missions to professions other than architects and design offices, which have up to now been responsible for them, raises questions about the skills, qualifications and certifications required. . The text must be better framed in order to prevent structures from improvising themselves as “guide” and opening the door to scams.

In addition, the text mentioning the missions of MOE (analysis of offers, site monitoring, etc.), the guides must present insurance guarantees. This point is essential to avoid abuses, in particular the risk of collusion between guides and works companies (via a subcontracting system, subsidiary, etc.).

In addition, the federation defends the absolute independence of the guides. The decree currently indicates "the impossibility of directly carrying out work execution activities". However, this does not exclude the subcontracting or the subsidiarization of the realization of the works, which are the source of many frauds.

Professionals from the BETIC branch, key players in supporting all energy renovation aid schemes

On the occasion of the publication of this decree framing the implementation of the "Renovation Accompanying" system, the Cinov Federation wishes to recall that the professionals of the BETIC branch have all the skills and qualifications necessary to support the all energy renovation aid schemes. The companies of the BETIC branch also benefit from a territorial anchorage allowing them to support individuals and professionals in their transitions regardless of their location. For these reasons and given the scale of the issues, the Cinov Federation would like design offices to carry out “renovation support” missions in complementarity with parastatal structures.

In addition, the Cinov Federation insists on the fact that the power of persuasion of the guide will always remain limited if the State does not reinforce the constraints and obligations in terms of renovation.
