Valérie Létard welcomes the rise of zero-rate loans and its hoped-for strengthening for 2025

This year, nearly 45.000 loans were granted, an increase of 12% compared to the initial estimates of 40.000 loans, confirming the importance of this lever in supporting home ownership. In detail, more than 25.000 PTZs allowed the purchase of new housing, more than 17.000 were taken out for existing housing, and 3.900 benefited social housing acquisitions. A particularly strong dynamic was observed at the end of the year with more than 5.000 loans granted in recent months. This positive dynamic is added to the drop in key rates to mark a revival of production and investment in housing.

Created in 1995, the zero-rate loan is a fundamental support for households wishing to acquire their main residence, subject to resource conditions. Thanks to this aid financed by the State, beneficiaries can borrow without interest or application fees, thus facilitating their path to property ownership.

Aware of the current challenges in the real estate sector and the difficulties encountered by low-income households, Valérie LÉTARD, upon joining the Government last September, carried out an ambitious reform of the PTZ, in conjunction with many parliamentarians. Her objective: to expand access to this system to the entire territory, both for new individual and collective housing, in order to support a market affected by the crisis and to revitalize construction.

A consensus for a reinforced PTZ in 2025

The members of the joint committee, who agreed this Friday on a draft finance bill for 2025, have joined this ambition and reached a consensus to extend the zero-rate loan to all new housing throughout the country. This development would mark a major step forward for home ownership in France, by providing a response tailored to the needs of households while supporting the construction sector.

Pending the next parliamentary steps, the Government reaffirms its commitment to housing and home ownership, by facilitating access to the PTZ for a greater number of French people and by strengthening its economic and social impact.
