Valérie Létard mobilizes unprecedented resources to support housing for the most deprived

The Minister considers access to housing for all to be a social priority for the government. She has defined two priorities within the framework of the Housing First plan:

1 - More effective financial support for managers of social housing and youth workers' homes, thanks to a major reform of the Social Rental Management Assistance (AGLS).

The AGLS, which has been relatively invisible and complex until now, will now be paid as a lump sum per dwelling, taking into account the specific characteristics of each residence. This new method provides greater clarity for management associations, while guaranteeing systematic funding for all social housing.

This reform, developed in consultation with the professional federations Unafo (National Union for Supported Housing) and Unhaj (National Union for Youth Housing), represents a strong commitment by the State to supported housing. €46 million, included in the Housing First plan, will be allocated in 2025 to finance this renewed aid.

2 - Increased support for the construction of new social residences or family pensions, these collective housing units for people with very difficult life experiences.

This new impetus for supported housing is also part of the 2025 program of the National Stone Aid Fund (FNAP), with a dedicated envelope of 72 million euros to support the construction and renovation of social housing and family pensions.

A specific bonus is granted to these projects to improve their economic balance. In addition, 3.500 “PLAI (adapted rental loan for assisted integration)” approvals are planned, allowing the creation of very low-rent social housing, adapted to the needs of the most vulnerable.
