The social housing movement hopes for a better "republican dialogue" after achieving its objectives in 2025.

Unable to "avoid making mixed observations and some grievances" at the end of another year marked by a serious housing crisis in France, the spokesperson for social landlords vowed "to commit all our forces" to "avoid democratic collapse".

"I wish us a 2026 that nourishes and strengthens republican dialogue, far from fake news, populist excesses and provocations to hatred," added Emmanuelle Cosse, former Minister of Housing.

The year 2025 ends at a new record, with nearly 2,9 million households waiting for social housing.

"This is a considerable figure which we are struggling to meet" with the nearly 390.000 housing allocations decided in 2025, in "a very slight increase of 4,000 allocations compared to 2024", explained Emmanuelle Cosse.

"We obviously cannot be satisfied with this historically low figure when needs are exploding," she added.

The number of new social housing units created should "approach 100.000 approvals", after 85.000 in 2024, as the sector had committed to the former Minister of Housing.

The president of the Social Union for Housing has once again called for the continuation of the urban renewal policy and for not making "the choice to replace an analysis of the needs of our society with an accounting sheet".

In a context of reduced state spending, she said she was "very worried" about rumors concerning the disappearance of public agencies or drastic cuts in policies.

Having called for the "return of public power to housing policies" for several years, she argued that "the difficulty in finding housing is not a personal failure", but "a public policy error, an abandonment".

Emmanuelle Cosse also defended "without compromise" the SRU law, which imposes a minimum rate of social housing on certain municipalities, while a Senate bill proposes to relax this obligation.

The measure has the support of Housing Minister Vincent Jeanbrun, who said in the Senate on Tuesday that it could "encourage elected officials to facilitate the construction of social and intermediate housing," the rents of which are accessible to the middle classes but not to low-income households.

The social housing movement expects support from the Minister of Housing "on the budget, of course, but also on the SRU law, which is too often misrepresented." For Emmanuelle Cosse, it is essential "to enforce it, not to diminish its scope by allowing housing that is not social housing."
