The Real Estate Diagnostics Alliance calls for transforming the political momentum into a sustainable framework for the profession.

The announcement of a future charter of ethics, training, and professional representation marks an important step for the sector. For the Alliance, this momentum must now translate into broad consultation, integrating all stakeholders on the ground, particularly independent operators and very small businesses.

During these meetings, the two co-presidents of the Alliance were received by the Minister of Housing for a dedicated exchange allowing them to directly raise concerns from the field and proposals from the profession.

For Lionel Janot and Philippe Champiot, co-presidents of the Alliance du Diagnostic Immobilier: “Property diagnosticians play a vital role in the energy transition, occupant safety, and ensuring the reliability of real estate transactions. We fully share the objective of strengthening trust in our profession. This ambition must be based on the operational realities on the ground and on a balanced representation of all professionals.”

Evolving the profession without jeopardizing its balance

For the Alliance, modernizing the sector must be based on an economic reality that is often insufficiently considered: more than 60% of the professional fabric consists of independent operators or structures with fewer than 5 employees. This organization represents a strength in terms of territorial coverage, operational responsiveness, and proximity to individuals.

The Alliance therefore calls for future developments to be built around several priorities:

• Guaranteeing the certification of natural persons as the basis of professional competence and fairness between market players;
• To build a coherent disciplinary framework that allows for greater accountability in professional practices while preserving the proportionality of sanctions;
• Strengthen the initial and continuing training of diagnosticians;
• Better integrate diagnosticians into the national energy renovation policy and associated control mechanisms;
• To engage in structured consultation involving the State, certification bodies, training bodies, professional representatives and real estate stakeholders, in particular through a shared working framework inspired by AFNOR standardization methods.

Formed from the merger of the long-established organizations CDI-FNAIM and FIDI, the Alliance du Diagnostic Immobilier (Real Estate Diagnostics Alliance) now represents 300 firms and nearly 1.000 diagnosticians across France. Its ambition is clear: to contribute to building a stronger, more transparent profession, fully recognized as a key player in addressing the housing, climate, and safety challenges facing the French people.

"Following certain media reports that took place during the National Conference on Real Estate Diagnostics, I wish to clarify the remarks attributed to me regarding the issue of the evolution of the electricity conversion coefficient in the Energy Performance Diagnosis.

The position expressed focused on a specific point: the High Council for Construction and Energy Efficiency (CSCEE), a technical advisory body, had issued an unfavorable opinion on this development. The issue raised therefore concerned the method and the relationship between technical expertise and the final decision. It was in no way a principled opposition to the objective pursued.

The evolution of the conversion coefficient of final energy into primary energy of electricity is part of a European harmonization trajectory which the real estate diagnostics profession does not question in principle.

The electrification plan championed by the government addresses major climate and energy challenges. Our profession is not in a position to take a stance on political decisions of this nature.

On the other hand, changes to the Energy Performance Diagnosis must continue to be worked on with technical bodies, understood by diagnosticians and fully legible to users.

Trust in the DPE (Energy Performance Diagnosis) is based on this collective requirement for consultation, education and stability.

It is precisely in this spirit that the Real Estate Diagnostics Alliance intends to actively contribute to the work undertaken around the charter announced at the National Real Estate Diagnostics Conference.
