LOUTRE, the public service's anti-fraud shield, aims for national deployment to secure household energy renovations

Co-financed by the Bouches-du-Rhône Department and then by the European Union through the LIFE/OTTER program, LOUTRE has already proven its worth. After concrete results in the Aix-Marseille-Provence Metropolis and rapid deployment in the Strasbourg Eurometropolis, it has demonstrated its replicability and potential for national scale.

Restoring confidence in energy renovation

Energy renovation is today a major transition issue, but also a source of distrust. While climate objectives require a rapid scale-up of work, current programs—starting with MaPrimeRénov'—are struggling to convince. Overly complex procedures, repeated fraud, discouraged households, and stigmatized professionals: the promise of high-performance renovation is facing a crisis of confidence.

It was in this context that LOUTRE was born, the public service platform designed to secure and simplify each step of the process. A true one-stop shop, it combines neutral support from France Rénov' advisors, quote management, the selection of certified companies, a simulator of available aid, and redirection to the right systems to finalize the process.

And above all, LOUTRE is a game-changer for professionals. While many felt unfairly stigmatized by the MaPrimeRénov' scandals, the platform provides them with a clear and fair framework. Serious tradespeople and businesses see their skills recognized and benefit from better-informed households and better-prepared projects.

The Aix-Marseille-Provence metropolis and the Eurometropolis of Strasbourg are leading the way

Deployed since 2023 by the France Rénov' spaces of the Aix-Marseille-Provence Metropolis - ALEC Métropole Marseillaise and the CPIE du Pays d'Aix - LOUTRE has enabled the monitoring of +20% of projects with a constant workforce, a saving equivalent to a full-time position, and zero fraud recorded. Households speak of restored peace of mind, advisors of time saved, and professionals of new qualified markets.

In the Strasbourg Eurometropolis, supported by the Strasbourg Climate Agency (local France Rénov' space), adoption was immediate: advisors trained in a few days, the first households supported, and the first positive signals from elected officials. With already 20.000 users and 228.000 homes monitored, LOUTRE is beyond the experimental stage: it is a robust, proven, and replicable solution.

Towards national certification and reform of the current system

Following the Aix-Marseille-Provence Metropolis and the Strasbourg Eurometropolis, LOUTRE is entering into discussions with other territories. Its ambition: to obtain certification from the Anah (National Housing Agency) in order to connect LOUTRE to the MaPrimeRénov' tools and accelerate its transition to national scale.

Building on this successful experience, LOUTRE is now part of the national debate on energy renovation. As the government considers creating a one-stop shop and new tools to combat fraud, LOUTRE provides a solution that is already operational, proven in the field, and co-financed by the European Union.

The team also puts forward two proposals for sectoral reform:

• make it compulsory for individuals to use a France Rénov' advisor,
• delegate the approval of project management assistants (Mon Accompagnateur Rénov' and AMO MaPrimeRénov' Copropriété) to the France Rénov' network.

These measures would help restore household confidence, promote the professionals involved and optimize the efficiency of public spending.

We believe that every euro of public aid must be conditional on a secure process. We also affirm that private platforms, however useful they may be, cannot alone guarantee the necessary neutrality and transparency. Finally, we defend the idea that digital technology, when designed with the user in mind, must simplify procedures rather than add complexity. To respond to these convictions, we propose a structural reform: securing household energy renovations through a single, simple, and reliable platform. This is both a political and technical choice, and the only way to achieve the expected acceleration.”

LOUTRE is designed as a seamless process that simplifies the lives of households and strengthens public transparency.
