The government continues its efforts to strengthen the reliability of the DPE with two new decrees

A "central tool" in the real estate sector, according to the Minister for Housing, Valérie Létard, the DPE is mandatory for any rental or sale of a home, but is also regularly accused of being the subject of fraud, manipulation, and approximations.

To avoid pressure from individuals on the diagnostician during their visit, the DPE results will only be visible after registration with Ademe, the environmental agency. Each DPE will also have a QR code to verify its validity on the Ademe website.

Other measures concern the monitoring of diagnosticians: reinforced controls, more rigorous certification examinations, QR code for each professional to be presented at each visit, automatic detection of suspicious behavior via a statistical tool integrated into the Ademe DPE database, inclusion on a blacklist of diagnosticians sanctioned for 18 months (24 months in the event of a repeat offense).

Suspicious behavior is, for example, too many DPEs carried out in a single day, or DPEs carried out all over France on the same day.

The French accreditation committee (Cofrac) will also monitor certification bodies, which provide the stamp allowing diagnosticians to work, every 10 months to ensure their impartiality and compliance.

The creation of post-baccalaureate training for diagnosticians is currently being studied, as is the idea of ​​an order of diagnosticians.

In a report published at the beginning of June, the Court of Auditors recommended the introduction of "a professional card for diagnosticians" and considered that efforts to improve the DPE should continue.

The Court notes that the "measurements or observations" from which the DPE label is derived may be imperfect and "taint the result with uncertainties".

The DPE gives a rating from A (the best) to G (the poorest) depending on numerous parameters, such as wall and roof insulation and the heating system.
