The government assures that MaPrimeRénov' will be supplemented with hundreds of millions of euros from CEE in 2025

Doubt has been swirling around the energy renovation aid program since the government announced last week that it would suspend the MaPrimeRénov' aid application window this summer.

Ms. Létard reiterated that the government does not intend to eliminate MaPrimeRénov' – "the budget is protected with 3,6 billion euros" – and wants to go "further." "We will even supplement it with several hundred million euros in energy savings certificates," she announced.

Energy savings certificates (ESCs) are a system based on the polluter-pays principle, which obliges energy suppliers to finance actions to reduce energy consumption and improve energy efficiency.

The government plans to significantly redirect this system, which represents a colossal budget of 4 to 6 billion euros each year, towards decarbonizing mobility and improving the energy performance of housing.

The CEE already funds 30% of aid for the overall energy renovation of a home and the government plans to increase this share to 60%, according to Ms. Létard's office.

A decree to this effect "will be published this week and will come into force the day after its publication," the ministry said.

This text provides for doubling the CEE acquired by a company for the financing of a comprehensive energy renovation, quadrupling them if it concerns the housing of a household with modest resources and multiplying them by five if the household is in a situation of energy insecurity.

"This shift is not a reduction in the state budget to replace it with something else. The CEEs are in addition to the budget decided by the state - not as a substitute," assured the Ministry of Housing.

The minister also announced a meeting on June 17th of "all stakeholders in the sector to work on the terms of this temporary suspension," with the aim of reducing "processing delays that are too burdensome for users and businesses" and "developing new terms" for MaPrimeRénov'.

The submission of new applications for MaPrimeRénov' aid will be suspended from July 1 to September 15, in order to manage an excessive number of applications and attempted fraud.
