The government announces an overhaul of the REP sector to better adapt it to the specificities of the construction sector

Provided for by the anti-waste law, the construction products and materials sector (PMCB) was established at the end of 2022, with the approval of four eco-organizations on October 4 of that same year. This aims to develop the reuse and recycling of these products, but also to reduce fly-tipping of construction waste, the management of which represents a very significant burden for local authorities.

Today, however, the various stakeholders in the sector are reporting a number of difficulties and point to the complicated implementation of certain obligations such as the generalization of free recovery. It is noted in particular that this sector represents a significant burden for producers of construction products and materials without providing a satisfactory service to craftsmen, although it has enabled the opening of more than 6.000 construction waste collection points, 1 of which take back all waste.

In this context, Agnès PANNIER-RUNACHER decided to launch the re-establishment of this REP sector by conducting close consultation with all stakeholders, in order to define the conditions for a deployment of the sector more suited to the specificities of the construction sector.

In order to conduct these consultations under the best possible conditions, the Minister has decided to establish a moratorium on the application of certain provisions due to come into force from 2025. It will be implemented in the coming weeks.

These consultations will be organized by the Ministry during the month of April to identify proposals for the continued deployment of the sector, in order to optimize the required actions, while taking into account the capacity of the various stakeholders to implement them. All issues inherent to the operation of the sector may be addressed as part of this consultation.
