The Real Estate Diagnostics Alliance welcomes the measures announced by the Minister of Housing to combat fake DPEs

Each year, approximately 4 million DPEs are performed in France. While the majority of diagnosticians practice their profession with rigor and professionalism, the presence of 70.000 fraudulent diagnoses constitutes a major problem, both for the credibility of the profession and for the owners, sellers, buyers, and tenants concerned. In light of this, the solutions presented by the Minister—including the establishment of a blacklist of defaulting professionals and the integration of artificial intelligence to monitor diagnoses—are a step in the right direction.

For Yannick Ainouche, co-president of the Real Estate Diagnostics Alliance: "It is positive to note that the proposals we made two years ago have largely inspired these new measures. The creation of a disciplinary committee, the introduction of a state diploma at Bac+2 level, the establishment of a minimum price, the strengthening of the security of professional software, on-site inspections and the creation of a professional card are all initiatives that will help ensure reliable and impartial real estate diagnostics."

The Real Estate Diagnostics Alliance has been campaigning for years for the recognition of diagnostics as a genuine profession, with a structured training program, clear rules, and financial resources to meet the sector's expectations. The profession must be valued and supported to meet growing demands for reliability and the energy transition.

However, the Alliance expresses reservations about the government's approach to the QR code, which risks introducing excessive surveillance of diagnosticians without addressing the real causes of the abuses. Such a measure could be legally questionable in terms of labor law and create a climate of mistrust within the profession. Rather than adopting a logic of strict individual monitoring, it would be more appropriate to exploit the Ademe database, which centralizes all the diagnoses carried out, in order to effectively identify anomalies and act accordingly.

Furthermore, the Alliance calls for greater involvement from real estate professionals, who must respect the role of diagnosticians and stop compressing deadlines and prices to the detriment of the quality of work. It is also crucial to penalize real estate advertisements published without mention of DPE, and to strengthen the supervision and monitoring of certifiers. For comparison, while the asbestos removal sector has three certifiers for a similar number of companies, more than 3 certifiers and more than 10 training organizations operate in the field of real estate diagnostics, making monitoring ineffective.

If the conditions do not seem to be met for the creation of an Order of Diagnosticians, the Alliance supports the establishment of a body for ethics and monitoring of professional practices, to which it is ready to actively contribute.

Finally, while the Alliance shares the government's objectives regarding the reliability of property diagnostics, it reiterates that this strengthening cannot be achieved without consideration of its cost and financing. Solutions will need to be considered to ensure the economic viability of companies in the sector, such as the implementation of appropriate financing or the establishment of a minimum price for services.

Key issues such as training, qualifications, and inspections must be addressed with legitimate and representative partners. We refuse to allow self-proclaimed organizations, which fall under the associative framework of the 1901 law and not the union framework, to be placed on an equal footing with our organization."
