The Order of Surveyors unveils "Together" its new strategic project

Structured around 8 strategic challenges broken down into 118 projects, it reflects a shared ambition and vision: those of an Order and a profession which intend to assert themselves as central players in land, housing and territories, serving the general interest.

Like all stakeholders in the built environment and land-use planning, the profession of land surveyor is currently at a pivotal moment, facing profound land-related, environmental, economic, technological, and democratic transformations. These changes are fundamentally reshaping the responsibilities and role of the land surveyor's office in society, which has therefore chosen to reconfigure its framework for action.

"ENSEMBLE" is the result of an unprecedented political approach, marking a shift from a top-down strategy to a new methodology based on collective intelligence. It was developed from the results of a national consultation of all land surveyors and the proposals formulated following the first National Conference of the profession, held last November.

The "TOGETHER" strategic project is structured around 4 major objectives:

• Reaffirming the regulatory authority's mission through transparency and trust
• Redefining legitimacy based not on law but on systemic and societal utility
• Anchoring the profession in major contemporary transitions
• Strengthening proximity to consolidate the collective

An operational implementation through 118 projects divided into 8 strategic challenges

The OGE's High Council has compiled and prioritized all the proposals submitted to it in order to give substance to its vision. This has resulted in 8 strategic challenges, broken down into 118 concrete projects:

1 - Securing the land system with the following flagship projects:

To make Géofoncier a service for registering and publishing land deeds

Make it mandatory to survey the boundaries of all built (or unbuilt) properties before transfer of ownership.

Make it mandatory to include a plan when drawing up a descriptive statement of division, in addition to the written description.

2 - Designing harmonious living environments and promoting access to housing for all, with flagship projects including:

Integrate soil quality into Local Urban Development Plans and implement soil diagnostics

Promote the Urban Land Association for Environmental Compensation tool to optimize the use of land resources

Promote land management and develop the restructuring of forest plots

3 - Training to develop the sector and attract new talent, with flagship projects such as:

Create a school dedicated exclusively to the land surveyor profession.

Establish a national platform for internship offers

Supporting the creation of dual degree programs

4 - Supporting the digital transition and the use of Artificial Intelligence with flagship projects such as:

Equip the OGE with an AI agent

Create shared business software (calculation, CAD, AFAFE…)

Digitize the entire boundary surveying procedure

5 - Develop the reputation and image of the profession with flagship projects such as:

To promote and raise awareness of the diverse skills of the land surveyor

Create a web series about the profession

Write a communication guide for surveying firms and create communication packs for land surveyors and regional councils

6 - Supporting the diversification of activities and economic performance with flagship projects such as:

Create an interim service for chartered surveyors

Acculturating land surveyors to entrepreneurship

Adjusting the IGE index (which allows land surveyors to calculate the selling price of their services)

7 - Define the structural and economic typology of the profession with the following emblematic projects:

Implementing sector-specific regulation of the financialization of the profession

To allow a land surveyor to work in several firms

Create a status for a land surveyor's clerk

8 - Strengthen the transparency of the Order, the regulatory body, and its openness to society, with the following flagship projects:

Develop a soft law code

Regulating the personal intervention of the land surveyor

Create a professional legal research, information and consultation center
