The Order of Chartered Surveyors is proposing twelve measures as part of the parliamentary debates on land sobriety

The Order of Chartered Surveyors is today presenting twelve proposals to contribute to the debates on land transition and reducing land take. While two parliamentary texts propose reviewing the implementation methods of the land sobriety trajectory, the profession is advocating for maintaining the objective by adopting a territorialized, technically operational, and humanly acceptable approach.

Last July, the French Order of Chartered Surveyors (OGE) unveiled 17 proposals at the end of its National Conference on Land Sobriety. The event, which brought together around a hundred international and French speakers, provided an opportunity to advance avenues of reflection for continuing to develop housing, build public facilities, and host businesses, all while combating urban sprawl.

Some of these proposals have already been implemented, such as the creation of a comprehensive and certified training course on land sobriety, and others are not legislative in nature (restoring a nourishing function to soils in urban spaces; raising public awareness of the importance of soils, etc.). In response to the request of the Minister of Housing, the OGE has forwarded 12 legislative or regulatory proposals to the Ministry in order to contribute to the ongoing parliamentary work. These measures are pragmatic and rely on existing tools and procedures, to be adapted or created, such as urban land associations or agricultural, forestry and environmental land developments.

With their expertise in land optimization, sustainable development and preserving the living environment, expert surveyors therefore offer:

1) Legally define the soil
2) Implement a global approach and a methodology for understanding soils, their change forecasts and their ability to evolve
3) Integrate a soil diagnosis into planning documents
4) Anticipate the renaturation of risk areas
5) Apply the AERC sequence, with the A imposed on over-artificialized territories
6) Rethink the project management of AFAFE operations to meet environmental challenges
7) Adapt the AFAFE procedure so that the environment becomes a generating fact
8) Perpetuate environmental improvements resulting from AFAFE operations
9) Create the multi-site AFU-CE (Urban Land Association for Environmental Compensation) to optimize the development of the urban fabrics
10) Create a “Heart of the Block” OAP to facilitate the gentle densification of peri-urban areas
11) Accelerate the raising of existing buildings
12) Relax the majority rules in the specifications of existing subdivisions
