The Minister of Housing outlines the aid for "builder mayors" at MIPIM

This support system for "building mayors" is planned in the State budget for 2025, to the tune of 100 million euros, and will be intended to finance additional expenses linked to the construction of housing, as well as schools.

Financial aid could reach "a few thousand euros per authorized dwelling" before March 31, 2026, indicates the Ministry of Housing.

The aim is to "support and promote elected officials who produce housing, who help workers, students, all our fellow citizens", in a context of crisis in new construction, defended Valérie Létard during a press conference.

The minister also promised to submit a "simplification bill within 15 days, led by Harold Huwart", LIOT MP, which should "simplify the lives of local elected officials who are the first to suffer from rigid procedures and PLU (local urban planning schemes, editor's note) that are impossible to modify".

The government wants to simplify town planning and construction rules in order to speed up the issuing of building permits and remove "certain obstacles" in the transformation of buildings.

During the previous edition of the International Market for Real Estate Professionals (Mipim), the former Minister of Housing Guillaume Kasbarian had also presented ten measures to simplify town planning procedures, some of which were blocked by the dissolution of the National Assembly.

Valérie Létard also announced two advances on long-term projects: the flash mission to "imagine a profitable and attractive rental investment" was entrusted to MP Mickaël Cosson and Senator Marc-Philippe Daubresse and its conclusions are expected in June in order to "feed into the work on the 2026 Finance Bill".

The minister also signed a mission letter to assess the RE2020 environmental regulations, which came into force in 2022 and whose rules will become stricter in 2025, 2028 and 2031.
