The Minister for Cities and Housing wants a "simplification shock" for housing construction

Vincent Jeanbrun wants to "draw inspiration from what our country has been able to do on the reconstruction of Notre-Dame and for the Olympic Games," for which special procedures were put in place to rebuild the cathedral in five years and build the infrastructure for the Olympics.

"I dream of the Olympics of housing, the Olympics of land-use planning, the Notre-Dame of urban planning," he declared before an audience of local elected officials gathered for a conference on land and land-use planning.

His challenge is to "give some breathing room to the world of planning and to mayors" who, according to him, spend a considerable amount of time in "technical meetings" for operations that take years to progress.

This simplification would involve a "one-stop shop" to "allow all project promoters to move forward".

Prime Minister Sébastien Lecornu is working on a decentralization law, which, concerning land-use planning, will have to specify the powers of each public body within the complex network of local agencies and departments.

Without preparing a housing law, Vincent Jeanbrun is pushing for a "housing plan" carried out "collectively" with the mayors using all the tools available, "a number" of which could be modified with the parliamentarians.

"Land rules, land use planning," etc. "all of this can seem very complex at times," confirmed Thierry Repentin, vice-president of the Association of Mayors of France (AMF) and mayor of Chambéry, who notes that "every minister who comes and goes announces a shock."

Faced with the different contexts from one municipality to another, he defends "the territorial adaptability of national systems".
