The FFB welcomes the conclusions reached on July 1 by the mission on the revival of private rental investment entrusted by Housing Minister Valérie Létard to Senator Marc-Philippe Daubresse and MP Mickaël Cosson.
The mission is retaining a proposal made long ago by the FFB with a depreciation of 4% (old with work) to 5% (new) of the value of the property.
In doing so, the mission acknowledges both that investment in rental housing by households is essential to respond to the serious housing crisis, and that state support is essential to achieve this.
For Olivier Salleron, president of the FFB: "The FFB fully supports the parliamentary mission's recommendations. Following the restoration of a broad zero-interest loan (PTZ) in the 2025 budget, this support mechanism for private rental investment is essential for a real revival of new and existing housing. The recommendations made are beneficial for the construction market, for housing our fellow citizens, and for the nation's revenue. The FFB therefore requests that the proposed private landlord status be reinstated as is in the 2026 Finance Act."
