The FFB Housing Division is raising the alarm about the urgent need to open the Jeanbrun scheme to individual homeowners in order to revive the housing market.

Boosted by the reinstatement of the zero-interest loan (PTZ) across the country and for all types of housing, sales of detached houses reached 67.800 units. This represents a 33,5% increase compared to 2024. Despite this rebound, the level of activity remains 42,1% below the long-term annual average of 117.125 sales.

Conversely, the rental investment market continues to deteriorate significantly. Lacking truly attractive incentives, sales to individual investors have fallen to 9.469 units. This represents a 51,1% decrease compared to 2024 and a 77,2% drop compared to the long-term annual average of 41.613 sales.

In this context, the FFB Housing Division welcomes the government's stated commitment to supporting this market segment. According to the Division, the implementation of the Jeanbrun scheme recognizes the essential role of private rental investment in the housing supply chain and in residential pathways.

However, to fully realize its potential, the FFB Housing Division believes this system still needs to evolve. It would benefit from being strengthened in the existing housing sector and extended to single-family homes, whether new or existing. This is especially important given that the objective of the "Housing Recovery" plan, which aims to build 2 million homes by 2030, cannot be achieved without a dynamic market for new single-family homes, both for purchase and rental. Over the past 20 years, the threshold of 400.000 new housing starts per year has only been reached or approached when new single-family homes accounted for at least 150.000 sales annually.

Moreover, in many areas, particularly peri-urban and semi-urban areas, where rental pressure is increasing even as employment and activity are progressing, individual housing appears as an appropriate and concrete response to the expectations of households and the ambitions of local elected officials.

For Grégory Monod, President of the Pôle Habitat FFB: “The renewed expansion of the zero-interest loan (PTZ) shows that when a clear lever is put in place, without pitting individual against collective action, households return and economic activity picks up. The same must be true for individual eligibility for the Jeanbrun scheme, as the Prime Minister reiterated on January 23rd. This is a matter of social equity and territorial cohesion, as well as an essential condition for the success of the recovery.”
