After examining the financial sustainability of climate risk insurance, the Court considered the procedure for recognizing a state of natural disaster. An essential element of the "Cat Nat" scheme established in 1982, this procedure aims to recognize the abnormal intensity of natural phenomena and paves the way for compensation for the uninsurable damage they cause, within the framework of an original system combining private insurers and public reinsurance.
