The Court of Auditors publishes its report on the "My Renovation Support" scheme implemented by the National Housing Agency (ANAH)

Made mandatory since January 1, 2024 for major renovations, it was deployed quickly and has become the key to public support for energy renovation for individuals.

While this system has generally met its objectives, its implementation has some shortcomings: the accreditation procedures were simplified to support rapid growth despite warnings about the risk of accrediting unscrupulous operators. The controls, which have not yet revealed widespread fraud, are intended to be strengthened.

The Court of Auditors therefore recommends that, from 2026 onwards, the relevant services be better involved in the approval procedure and that the consequences of the ongoing experiment on the outsourcing of on-site controls be drawn from.

An ambitious plan for massive energy renovation involving implementation risks

The Mon Accompagnateur Rénov' program is part of the support ecosystem built around MaPrimeRénov', of which it constitutes, for large-scale renovations, the mandatory preliminary technical assistance module. It aims to secure the energy renovation process for households by providing them with technical, administrative, financial, and, where necessary, social support.

Made mandatory since January 1, 2024 to benefit from MaPrimeRénov' accompanied pathway, it has thus become a central link in public support for the energy renovation of private housing.

Its rapid deployment has enabled the establishment of a network of approved actors across the entire French territory, relying on both historical operators and new actors, both public and private.

To achieve this goal of massification, the approval procedures have been simplified, even though the energy renovation sector is particularly exposed to fraudulent practices.

At the same time, the sharp increase in the number of cases put a strain on the organization and management of the system.

The Court therefore recommends better securing the approval procedure, in particular by systematically involving the competent fraud prevention services and by reinstating consultation with the regional housing and accommodation committee, as well as strengthening controls.

A deployment with poorly controlled budgetary effects; limited fraud according to the auditing services

The success of the MaPrimeRénov' supported journey, of which Mon Accompagnateur Rénov' is a central link, quickly raised the question of its short-term budgetary and operational sustainability.

Partly funded by the energy savings certificates program to the tune of €226 million over three years, the scheme has seen a faster ramp-up than anticipated: by June 30, 2025, 147.383 applications had already been submitted and the potential funding requirement already appeared close to the budget planned for the entire period.

This dynamic has impacted the overall budget of MaPrimeRénov' supported program and has put pressure on the processing services, in a context where the ANAH does not yet have a consolidated knowledge of the full costs of the scheme, nor of the human and material resources mobilized for its management.

The adjustments decided in 2025, with the temporary suspension of the window and then its reopening under more restrictive conditions, were aimed first at restoring a sustainable financial trajectory and allowing, with constant resources, more thorough instructions and controls.

At this stage, the available evidence does not highlight massive fraud specifically attributable to the scope of Mon Accompagnateur Rénov', although occasional abuses have been identified, mainly linked to the lack of independence of some advisors.

This assessment should, however, be viewed with caution, given the recent nature of the system and the still limited number of checks carried out.

In this context, the Court stresses the need to strengthen controls and continue to secure the system, building on the tools recently introduced to combat fraud more effectively.
