The Council for the Social Protection of Self-Employed Workers (CPSTI) speaks out against the PLFSS 2025

The main cause is a delay in the revaluation of old-age benefits, which has unacceptable consequences for the purchasing power of independent retirees.

A considerable impact on the pensions of the self-employed

In a particularly difficult socio-economic context, the PLFSS 2025 places the burden of reducing expenditure disproportionately on businesses but also on self-employed workers. In order to ensure the sustainability of the expenditure incurred, the text provides in particular for a one-semester delay in the revaluation of old-age benefits (from 1 January 2025 to 1 July 2025). This delay would have a heavy impact on the Supplementary Pension Scheme for the Self-Employed (RCI) and would particularly affect self-employed retired women.

Due to this time lag, and assuming an average inflation of 1,8%, the revaluation of pensions for the Supplementary Pension for the Self-Employed (RCI) would reach only 0,2% next July.

For Valérie COPIN, National Vice-President and President of the Regulation and Foresight Commission (CRP CPSTI): "It is particularly important that the articles of the PLFSS 2025 which postpone the indexation of the revaluation of the value of RCI retirement pensions are modified in order to guarantee the purchasing power of independent retirees and in particular that of independent retired women who are the most exposed. It is also important that the texts are taken up so that the CPSTI can freely revalue RCI pensions in the future."

CPSTI proposals

Faced with this bill, the CPSTI is making several proposals to guarantee better support for independent workers in the missions incumbent upon it and to strengthen equity between territories.

First of all, the CPSTI requests that the revaluation of RCI pensions be unrelated to that of the basic scheme. This freedom to revalue benefits would make it possible to adapt as best as possible, and in all responsibility, to the specificities and needs of the self-employed.

During these debates on the PLFSS 2025, the CPSTI also advocates for territorial equality in access to rights and support for self-employed workers, including in the overseas departments and territories. Its active policyholders located in Saint-Pierre-et-Miquelon must indeed be able to benefit from its social action in the same way as all other RCI contributors. In Mayotte, a health and social action, accompanied by a resumption of contributions, must also be put in place as of the resumption on January 1, 2025 of the collection of social security contributions and contributions from the self-employed.
