CAPEB demands real tax fairness in construction!

In this difficult economic context, construction tradespeople continue to face unfair tax competition from micro-enterprises. This is why CAPEB welcomes the inclusion in the 2026 Finance Bill of the continued reduction in the VAT exemption to €25.000 for construction companies. This provision is essential not only to combat the obvious distortion of competition on the ground, officially recognized by the Government, but also to preserve the future of the artisanal model, which is essential in terms of social protection for tradespeople, the development of apprenticeships, and its contribution to public finances. It is now necessary for parliamentarians to understand the reality on the ground and finally address this issue of tax fairness by maintaining this provision during the budget discussion.

CAPEB denounces the purely budgetary and uncoordinated management of MaPrimeRénov'

CAPEB has once again noted a drastic cut in funding for MaPrimeRénov', despite the promise of overall stability in ANAH budgets thanks to compensation from CEEs. The MaPrimeRénov' scheme is driven solely by a budgetary vision, without a real strategy for mass energy renovation, and now clearly prioritizes an industrial objective in favor of the development of heat pumps. CAPEB protests against the consequences of such a policy, which excludes wall insulation measures and biomass boilers, which are essential in the context of efficient energy renovation.

The CAPEB is calling for stable and ambitious funding, simplified access to RGE certification so that very small businesses can access the market and scale up renovations, and the creation of a simplified, phased, five-year pathway to adapt to household demand. Faced with this chaotic and absurd management, the CAPEB will launch a major consultation of its members on the future of MaPrimeRénov'.

CAPEB protests against new attacks on support for youth learning

CAPEB strongly condemns the new attack on support systems for apprenticeships for young people in the Government's budget proposal: the removal of employee contribution exemptions for apprentices, the flat-rate removal of assistance for apprentices' driving licenses, and the refocusing of assistance for hiring apprentices are all provisions that are unfavorable to apprenticeships, which are nevertheless essential for professional integration and the sustainability of the craft business model. CAPEB calls on parliamentarians to defend the attractiveness of the apprenticeship route for young people and to focus support efforts on small businesses employing fewer than 50 employees, the real driving force behind this system.

For Jean-Christophe Repon, President of CAPEB: "Many of the directions taken in the draft budget texts bring new concerns to small-scale construction companies already weakened by a poor economic situation and ongoing political instability. We call on parliamentarians to correct the proposed provisions, which are clearly contrary to the interests of our small businesses which, I repeat, represent 96% of construction companies in France."
