Approximately €142 billion in mortgage loans in 2025 (estimate)

In 2025, the annual production of mortgage loans was around 142 billion euros (source Banque de France), with growth in housing loan production over 12 rolling months reaching +35% according to its data for the end of 2025.

3,14%: the average rate in 2025

The average mortgage rate has been around 3,1-3,2% across all terms, with a low point close to 3,0% in the spring, and a peak just above 3,3% at the beginning of the year.

+3 points in household confidence

The confidence index rebounded in 2025 (to around 88 points compared to 85 in 2024), which supported real estate projects after the period of rapid interest rate increases. Compared to the post-Covid period (2022 average: 84 points), 2025 marked a significant recovery, boosting intentions to purchase real estate.

Market: an old player making a comeback, a new one lagging behind

Approximately 930.000 sales in the used market

Transactions have increased by approximately 10-11% year-on-year, but have not yet reached the pre-crisis million, confirming a market that is recovering but still fragile.

+1,5% to +2% on prices

After a decline of nearly 4% in 2024, prices for older properties have recovered slightly to around 1 or even 2% in 2025, with significant disparities depending on the region.

-14% drop in new construction sales

New housing construction remained difficult, hampered by the end of the Pinel law and the still high level of construction costs, despite the support of the expanded zero-interest loan (PTZ). Construction starts fell by 10,9% in the second quarter of 2025 (31.000 multi-family units), but building permits rebounded by 31,1%, indicating a possible recovery.

+42%: a marked increase in zero-interest loans

Zero-interest loans have risen sharply again thanks to the expansion of the scheme on April 1, 2025, removing geographical restrictions for new builds and including individual houses, making the PTZ accessible to an additional 1,8 million households.

400.000 homes removed from "energy inefficient" status

The combination of DPE reforms and renovation schemes has enabled a gradual reduction in the stock of FG housing and a 7% decrease in the total stock of energy-inefficient housing, bringing it down from 5,8 to 5,4 million.

Over 150.000 renovations received assistance in the first half of the year

In the first half of 2025, 156.762 homes were renovated thanks to MaPrimeRénov', compared to approximately 80.000 during the same period in 2024. The priority given to comprehensive renovations and low-income households is supporting this momentum, despite a constrained annual budget of €2,5 billion (€1,86 billion in aid granted, generating €4,4 billion in work).

This acceleration is explained by a focus on comprehensive renovations and bonuses for low-income households (up to 80% of costs), with a 63% increase in major renovations in the 3rd quarter (45.000 cases).

2,99% the symbolic rate for 2025

The 2,99% rate represented the flagship promotional offer of 2025 for mortgage loans, accessible for terms of 11 to 20 years and up to €500.000 of loan, reserved for solid profiles such as first-time buyers with a minimum down payment of 10%.

This threshold has become a benchmark: in September, the French Banking Federation reported an average rate of new loans of 2,99%, one of the lowest in the euro zone, favoring a +45% increase in loan production.

According to Caroline Pasquereau, Director of Communication and Marketing at Empruntis: "In 2026, the French mortgage market is expected to be characterized by a stabilization of rates around moderate levels, with a slight upward trend compared to 2025. Forecasts indicate average rates of approximately 3,3% to 3,4% over 20 years, in a context of controlled inflation around 2% and competition between banking institutions which continues to influence the conditions offered."
