Territories demand more skills and responsibilities in housing matters

Elected officials from France's intercommunal authorities hope to meet with the Prime Minister soon to share their proposals, particularly regarding housing. For example, they propose decentralizing MaPrimeRénov' to intercommunal authorities for greater efficiency and better management of public funds.

For many years, the association has advocated for giving local authorities more responsibility for housing through the status of Housing Organization Authority (AOH), which it had requested. Faced with the increasing incidence of fraud under MaPrimeRénov', Intercommunalités de France is proposing to experiment with decentralizing aid for energy renovation of housing to intercommunal authorities and departments. A bill to this effect will be submitted to the National Assembly in the coming weeks.

The association will also be attentive to ensuring that the balances found between the different levels of communities, especially within the municipal bloc, are not called into question. This is all the more so in a context where our fellow citizens and their elected representatives need stability and where candidates are being prepared for the municipal and inter-municipal elections.

Finally, Intercommunalités de France warns of the need to preserve local authorities' capacity to act. Former Prime Minister François Bayrou's proposals for the 2026 Budget placed a disproportionate burden on intercommunal authorities. As part of the preparation of the draft finance bill, Sébastien Lecornu will need to closely involve local authorities to arrive at a budget that guarantees their ability to continue to contribute fully to territorial development.
