The Olympic and Paralympic Games were an accelerator for this public policy for the State in Île-de-France by ensuring the completion of the necessary developments for cycle access to the event sites.
Promoting the practice of cycling
The "Savoir roule à vélo" scheme supported by the State helps support the development of safe cycling for all children before they start secondary school: it involves becoming independent on a bike, doing physical activity on a daily basis, and getting around in an environmentally friendly and economical way. The momentum has accelerated in Île-de-France, which has made it possible to reach more than 2020 children in the Île-de-France region since 73.000.
In order to achieve the Bicycle Plan's objective of tripling the modal share of cycling in daily travel, from 3 to 9%, the State launched the AVELO program in 2019, aimed at supporting low- and medium-density areas in the implementation of their cycling policy. Since the launch of the program, 61 Ile-de-France communities have been supported. In Seine et Marne, the State has supported 2019 winning communities since 7 for a total amount of more than €500.000.
State support for the development of the cycle network
State action to support the development of cycle paths has taken two forms: direct subsidies for cycle projects led by local authorities and subsidies for programmes aimed at creating complete cycle routes.
Since 2019, the State has already carried out 6 Calls for Projects for cycling facilities from the Active Mobility Fund, which have supported 129 projects for €81 million. These are 40 projects that have already been put into service, and around thirty whose work is being finalized. Around fifty projects are in the study phase or at the very beginning of work and will be delivered in the coming years.
The Green Fund provided an additional €9 million, including €4 million in the Greater Paris region, for 12 cycle path development projects to encourage modal shift in connection with the Low Emission Zone.
Finally, the State supports the creation over time of structuring networks for low and medium density communities with a call for "Territoire Cyclables" programs to support the implementation of two master plans for cycling facilities for €2029 million until 12,7.
An accelerator of achievements with the Olympic cycle network
Since 2021, the State has undertaken work with all of its Ile-de-France cycling partners to create a structural cycling network between the event sites. The majority of these developments have been maintained as a legacy to anchor themselves in the transport habits of Ile-de-France residents.
A 400 km Olympic cycle network (RCO) has been set up and marked out to allow spectators to reach all the competition sites in the Paris region by bike, with the exception of Villepinte: 250 km existing, 120 km permanent built for the Games and 30 km installed temporarily during the Games.
Additional bicycle parking spaces
During the Paris 2024 Olympic Games, promoting cycling as a mode of transport also involved the development of secure parking spaces to make the approach complete and coherent.
From 2022, the prefecture of the Île-de-France region, prefecture of Paris, supported and financed the installation of 3.200 secure parking spaces in each of the seven major Parisian national train stations, representing a total investment of €4.4 million. This system ensures intermodality between bicycles and public transport to sites in the outer suburbs.
In addition, the State invested €500.000 in bicycle parking used during the Games and now used as a legacy. The construction of a permanent secure car park with 1.000 spaces near the Stade de France is the main legacy.
This sector presents significant opportunities for reducing GHG emissions, particularly with the development of soft mobility, such as cycling. The cycling policy in Seine-et-Marne has had a promising launch for several years.
Financial and technical support to local authorities for the development of their cycle facilities has produced significant results, extending the length of routes, making routes safer and connecting traffic generating hubs across the entire department.
Chelles: an emblematic site of the bicycle plan
910 m two-way cycle path on Avenue Général de Gaulle, to be opened in September 2022 for a total cost of €866.000, 72% of which is financed by the State.
This qualitative link, which connects the priority district of Grande Prairie and the ZAC of Aulnoy, serves in particular school and cultural facilities.
Since 2020 in Seine-et-Marne, 53 kilometers of line have been completed thanks to all investment support from the State and 32 Seine-et-Marne projects have been winners of calls for projects from the active mobility fund (FMA).
In Seine-et-Marne, since 2019, ADEME has supported 7 communities awarded the A VELO program and financed 5 bicycle mission managers, for a total amount of more than €500.000:

- CA du Pays de Fontainebleau - Operational studies, bicycle services and animation of the cycle plan - Agglomeration Community of Pays de Fontainebleau (AVELO 3 program)
