Simplifying urban planning: a crucial first step to accelerate projects and free up construction

While administrative burdens, months of procedure and accumulated complexities too often hinder the renovation of our neighborhoods, the construction of housing or the realization of public facilities, this law constitutes a strong signal: to give those who act on the ground concrete tools and time saved to carry out their projects successfully.

A law structured around five major objectives:

• To restore flexibility to urban planning documents and facilitate their adaptation to new challenges, particularly in terms of housing production;
• Equip local authorities with a range of enhanced land tools, including through a broader mobilization of public land agencies and increased urban planning enforcement resources;
• To secure and accelerate the completion of projects, by acting on both planning permissions and their litigation;
• Develop the supply of housing for mobile workers;
• Facilitating the implementation of major projects of national scope.

Immediate implementation in the territories

The Minister for Urban Affairs and Housing, Vincent JEANBRUN, has sent instructions to the prefects so that they can take immediate action on the acceleration measures allowed by law.

For Vincent JEANBRUN: "This text is a concrete tool for those at the heart of projects who fight to see them come to fruition and materialize. It has a clear ambition: to simplify and revitalize local public action. And this is only a first step."

Continuing the work already begun

The provisions rejected by the Constitutional Council were, for the most part, rejected on procedural grounds, not on substantive grounds. These useful measures, resulting from discussions with parliamentarians, can therefore be brought back into the debate soon.

This text thus marks an essential first step towards a simplification awaited by all local elected officials and project promoters.
