SNBC 3: All construction product manufacturers call on the Government to safeguard its energy renovation policy

It also sends a signal of distrust to all stakeholders in the building sector, who are nevertheless at the forefront of the ecological transition. In this context, AIMCC, which represents the entire construction products and equipment industry, is once again calling on the Government to maintain an ambitious policy for the energy renovation of buildings, ensuring both their proper insulation and the decarbonization of their energy sources.

A year of setbacks in energy renovation has weakened the sector.

SNBC 3 concludes a year of renunciations and erratic decisions that have immobilized the market and weakened the sector: delay then suspension of the MaPrimeRénov' window for large-scale renovations, modification of the primary energy coefficient of electricity which artificially removed 850.000 homes from the status of thermal sieves, and narrowing of the MPR pathways by gesture which has excluded wall insulation in particular.

While the French have demonstrated their willingness to renovate, as evidenced by the success of the Accompanied MPR pathways in the first half of 2025, the Government continues to back down and weaken the conditions for the success of the large-scale renovations that it claims to prioritize.

Indeed, this SNBC 3 reduces the annual target by two-thirds, now setting 250.000 "major" renovations per year by 2030. Furthermore, it acknowledges the decline in expected performance of renovations after the work is completed. The abandonment of the "BBC renovation" performance level on average signals a shift away from energy efficiency, in favor of a strategy focused on decarbonizing consumption without a significant reduction in energy needs.

Insulating is an investment in the health and comfort of residents, both in summer and winter, and in restoring their purchasing power.

It is first and foremost common sense to minimize a building's energy consumption in order to properly size its heating system. But properly insulating homes is also an urgent necessity for residents facing increasing energy insecurity. It is also the primary means of protecting buildings and their occupants from climate change and rising summer temperatures.

Finally, this is an investment to sustainably reduce the energy bills of our fellow citizens.

Energy sobriety is also a choice of industrial and energy sovereignty

Indeed, scaling up the renovation of high-performance buildings would allow us to reduce their energy consumption by two-thirds by 2050. The stakes are considerable, as this represents 500 TWh per year, equivalent to the output of 65 nuclear reactors. A study by the Institut Rousseau, conducted in the seven main European countries and published in May 2024, further shows that decarbonizing the economy by financing energy efficiency is half the cost of financing the production of decarbonized energy (€200 billion per year across Europe versus €400 billion).

Scaling up high-performance building renovations would therefore effectively reduce France's dependence on fossil fuels, control investment needs in energy infrastructure, and improve our trade balance. Unlike other sectors, the building industry can drastically reduce its energy consumption. The most carbon-free energy is the energy we don't use!

The industry is ready to take on the challenge of an ambitious energy renovation of buildings

Our companies have invested, trained, recruited, opened, or modernized production sites across the country to meet the ambition of scaling up high-performance renovation. They have organized themselves to address the needs highlighted in the SNBC-3 (National Low-Carbon Strategy 3) to structure sectors in France and accelerate the deployment of low-carbon solutions.

They therefore call on the Government to revise its SNBC-3 project in favour of maintaining an ambitious policy of truly effective building renovation, ensuring their good insulation as well as the decarbonisation of their energy systems.

Construction product manufacturers reiterate that decarbonizing their manufacturing processes, which will require more intensive use of electricity in the future, will not be fully successful without competitive and stable electricity pricing. They call for specific targets for electricity prices for both businesses and households to be included in the SNBC-3 (National Low-Carbon Strategy 3).
