Reopening of MaPrimeRénov': Hellio Ingénierie reviews the year 2025, marked by the stop-and-go approach of the administration

This trajectory, extended by the opening of the sixth period of Energy Savings Certificates (CEE), reflects a strong desire to accelerate the energy transition.

However, two years after the launch of the Mon Accompagnateur Rénov' program and its accreditation, stakeholders on the ground paint a more mixed picture. The year 2025 was marked by persistent political and budgetary instability, punctuated by successive phases of closure and reopening, and a lack of administrative continuity, which hampered the momentum initiated in 2024. Repeated suspensions and stricter eligibility requirements in the summer of 2025, and then again between December 31, 2025, and February 22, 2026, due to the failure to adopt the 2026 Finance Law on time, meant that the MaPrimeRénov' program—and with it the Mon Accompagnateur Rénov' accreditation—is struggling to deliver on its promises.

Furthermore, the decentralization undertaken by public authorities has exacerbated territorial disparities in access to support programs and their operational implementation. Longer grant approval times, unequal application processing procedures across different regions, a lack of administrative responses, a shortage of qualified tradespeople, and difficulties accessing credit: this accumulation of very real obstacles has led many households to abandon major renovation projects.

Faced with these challenges, Hellio Ingénierie, a design office specializing in household energy performance and accredited Mon Accompagnateur Rénov' since 2023, is strengthening its role as a local player: in 2025, accredited Renov' Accompagnateurs were recruited and trained in all regions.

MaPrimeRénov': a key mechanism for accelerating large-scale energy renovation, weakened by the ups and downs of administrative decision-making

Launched in 2020, MaPrimeRénov' is the main financial aid program to support households in the energy renovation of their homes. Since its creation, it has supported more than 2,5 million households, including nearly 350.000 major renovations, reducing the energy consumption of the homes concerned by an average of half.

This aid is part of a broader dynamic: energy renovation has become a central pillar of the housing decarbonization policy, with the creation in 2023 of the Mon Accompagnateur Rénov' accreditation, a mandatory step for households wishing to undertake a large-scale renovation project and claim the Parcours Accompagné subsidy.

In 2025, the French National Housing Agency (ANAH) allocated €3,6 billion to the MaPrimeRénov' grant program, setting ambitious targets: 350.000 renovations, including 100.000 major projects, representing a 10% increase compared to 2024. While ANAH reports a positive 2025 assessment, with over 120.300 major renovations completed, industry stakeholders note significant instability in administrative decisions, which has hampered the full rollout of the program. Following a start to 2025 already weakened by the late adoption of the budget, the grant offices were closed from May to September. Upon reopening in September, further restrictions limited access to aid: a cap on the number of applications, priority given to lower-income households, and reduced grant amounts.

These disruptions continued into the beginning of 2026. Due to the adoption of the 2026 finance law beyond the deadlines normally provided for by the Constitution, all of the Anah's counters remained closed from December 31, 2025 to February 23, 2026.

Moreover, although for the year 2026 the budget dedicated to MaPrimeRenov' is equivalent to 2025 and amounts to 3,6 billion euros, the distribution of the allocated envelope remains unclear and does not allow, to date, the identification of the share devoted to Energy Savings Certificates (CEE) nor that intended for files not processed in 2025.

Political and parliamentary instability is trickling down to households, who are plunged into a climate of uncertainty, but also to professionals in the sector, who see their economic model weakened.

Regional disparities: up to 6 months waiting time to receive a bonus in some areas

In 2025, the MaPrimeRénov' scheme was impacted by the implementation of stricter control and anti-fraud measures. While these measures aim to secure funding and protect households, they have also slowed down the processing of applications, increasing delays and creating disparities between regions: in some areas, households saw their applications processed three times slower than in 2024.

The examples are striking: in 2025, a household in Hauts-de-France will receive its bonus on average in two months, compared to nearly six months in Brittany. A household in Centre-Val de Loire will receive approximately 20% less aid than a household in Normandy.

This combination of slowdowns and disparities is hindering the implementation of large-scale renovations, delaying progress in energy performance and leading many households to postpone or abandon their projects, even though MaPrimeRénov' aims for 900.000 comprehensive renovations per year by 2030.
